Scope of Work:
Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services and incidentals for the Broward County Aviation Department seeks a firm to manage, operate, and maintain the Fueling Facility twenty-four (24) hours per day, seven (7) days per week, including all weekends and holidays observed by the federal, state, and county governments and Contractor to ensure an uninterrupted fuel supply and accountability of the fuel inventory located in Fort Lauderdale-Hollywood International Airport’s Rental Car Center. Operator shall provide sufficient personnel, maintenance services, equipment and
machinery, office equipment and supplies for the regulation, uninterrupted and safe operation of the Common Fueling System (CFS). The facility is equipped with 63 indoor dispensers (126 fueling points) that provide fuel to multiple car rental agencies. The Services shall be performed in compliance with the Management and Operation Plan within the RFP document. This management agreement does not include fuel sales to the individual rental car agencies.

This is a
Living Wage Service Contract
– refer to
Living Wage Ordinance Requirements
section for additional information. Notice: Effective January 1, 2021, the health care benefits amount will increase to $3.44 per hour, effective January 1, 2021. The bidder is instructed to provide the percentage of the price that is attributed to the labor portion of the service(s).

County/State License Requirements:
In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements).
Proposal Bond
: Vendor must submit an original Proposal Bond at time of solicitation due date in order to be responsive to solicitation requirements. Refer to Special Instructions, Proposal Bond, Payment-Perf Guaranties and Qual of Surety Requirements, and Submittal Instructions (contained in Standard Instructions).
Questions and Answers:
The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via BidSync.
Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the
Purchasing Division website
or contact BidSync for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means.
Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.

Special Instructions to Vendors, Additional Responsibility Criteria, Section 3. Licensing has been deleted in its entirety and replaced with the following language.
License Requirements:
Vendor should submit satisfactory proof of licensing with its submittal. If not provided with submittal, Vendor must submit such proof within three business days of County’s written request. Vendor may be deemed non-responsive for failure to fully comply within stated timeframes.
In order to be considered a responsible and responsive Vendor for the scope of work set forth in this solicitation, Vendor shall be required to possess one of the licenses provided below (including any specified State registration, if applicable) at the time of submittal. Any certificate of competency that meets or exceeds the licensing requirements specified herein, as determined in the sole and absolute discretion of the County, will be considered responsible and responsive to the licensing requirements of this solicitation.
