AMENDMENT 01: Extends the closing date/time (your company is required to sign page 1 of the amendment and submit with your quotation package as instructed in the solicitation.DESCRIPTION OF BLANKET PURCHASE AGREEMENT (BPA): Road maintenance will be performed on USDA Forest Service roads in Washington State that provide access to and within national forests and other federal lands managed by the Agency’s mission areas. The roads generally include forest highways, forest development roads, and parkways. The intent of this BPA is to provide a long-term, contractual solution for multiple Region 6forests to use for their respective year-to-year road maintenance requirements.CONTRACT TYPE: Awarded BPA Calls will be firm-fixed-price (FFP) contracts. This contract type provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all
costs and resulting profit or loss.TYPES OF ROAD MAINTENANCERoutine Maintenance: Each BPA company will be provided with a solicitation package and allowed reasonable time for review, estimating, and submittal of quotation packages. This approach ensures that each BPA company is given a fair opportunity to compete for all routine road maintenance requirements.Emergency Maintenance Projects: This type of project may require operations during, or immediately after, a natural disaster or catastrophic failure. These actions may be required to restore essential travel, protect facilities, or minimize damage. The contractor may be required to travel to the site of the damage to obtain project information. The Government may provide limited information such as a brief Statement of Objective (SOO) or project overview, and require the contractor(s) to quickly determine approach and price, and then begin work immediately following award of the BPA Call.BPA GEOGRAPHIC COVERAGE AREA (WASHINGTON STATE): Each company will be required to select at least one (1) Forest/District in order to be considered for BPA award.Colville National Forest: Tonasket Ranger District (Tonasket); Republic Ranger District (Republic); Three Rivers Ranger District (Kettle Falls); Newport Ranger District (Newport); and Sullivan Lake Ranger District (Metaline Falls).Giff ord Pinchot National Forest: Cowlitz Valley Ranger District (Randle); Mt. Adams Ranger District (Trout Lake); and Mount St. Helens National Volcanic Monument (Amboy).Mt. Baker-Snoqualmie National Forest: Darrington Ranger District (Darrington); Mt. Baker Ranger District (Sedro-Woolley); Skykomish Ranger District (Skykomish); and Snoqualmie Ranger District (Enumclaw, North Bend, and Skykomish). Okanogan-Wenatchee National Forest: Chelan Ranger District (Chelan); Cle Elum Ranger District (Cle Elum); Entiat Ranger District (Entiat); Methow Valley Ranger District (Winthrop); Naches Ranger District (Naches); and Wenatchee River Ranger District (Leavenworth).Olympic National Forest: Quilcene; Forks; and Quinault.*Additional areas may be added/deleted between synopsis and solicitation posting.BPA PERIOD OF PERFORMANCE / ESTABLISHED CEILING: This BPA will remain in effect for a period of ten (10) years and will have a maximum ceiling of $49 million. The shared ceiling will be calculated by adding all awarded BPA Calls over the 10-year life of the BPA for all forests. Once the $49 million ceiling is met the BPA can no longer be used.ROAD MAINTENANCE SPECIFICATIONS: The following specification sections will be included in the BPA: 803 Snow Removal; 807 Equipment Rental; 811 Surface Maintenance; 812 Surface Stabilization; 813 Spot Surfacing; 814 Asphalt Surface Maintenance; 832 Load, Haul, and Place Materials; 833 Drainage Structure Installation or Removal; 834 Roadway Drainage System Maintenance; 841 Disturbed Area Treatment; 842 Roadway Vegetation Maintenance; 851 Hazard Removal; 861 Maintenance of Cattleguards, Traffic Gates and Barriers, Guard Rails and Retaining Walls; 872 Sign Maintenance; and 881 Mobilization / Equipment Moving.ROAD MAINTENANCE DRAWINGS: Planned solicitation drawings may include the following: Drawings #102-1 Illustration of Road Structure Terms; #833-1 Cross Ditching; 834-1 Cleaning of Ditch Relief Catch Basin & Transition; 851-1 Hazard Removal; 851-2 Hazard Removal; and Road Brushing typicals. As BPA Calls are developed throughout the life of the BPA, and the BPA Call scope of work determined, additional typicals not stated here may be added. The intention of including this narrow list of typicals in the presolicitation notice is to give potential companies an idea of the scope of work that will be involved.EVALUATION FACTORS FOR AWARD*1) Experience; 2) Relevant Past Performance; 3) Price - Schedule of Items; and 4) K Paragraphs. INDIVIDUALS AUTHORIZED TO PURCHASE UNDER THE BPA: Any warranted USDA Forest Service purchasing agent (PA) or contracting off icer (CO) is authorized to solicit and award BPA Calls against this BPA.PURCHASE LIMITATIONS UNDER THIS BPA: According to Federal Acquisition Regulation (FAR) 13.5 individual purchases shall not exceed the Simplified Acquisition Threshold (SAT) of $7.5 Million.
