The Army Contracting Command - New Jersey, on behalf of the United States Army Criminal Investigation Division (CID) - 701st  Major Procurement Fraud Unit (MPFU), has a requirement for Clarivate Analytics’ Web of Science (to include technical support) subscriptions or subscriptions/technical support of an equivalent platform.  The purpose of this Sources Sought notice is a means of conducting market research to identify potential certified resellers of Clarivate Analytics’ Web of Science or vendors capable of providing an equivalent platform., Equivalent platforms shall include the following functionality: on behalf of the United States Army Criminal Investigation Division (CID), 701st  Major Procurement Fraud Unit (MPFU)  is seeking user access for 20 accounts to a system that provides capability similar to that currently available on Clarivate Analytics’ Web of Science for one year along with 12 months of technical support.Functionality should include the following:1. The vendor
shall provide web based platform access to publications with citation indexes.2. The vendor shall provide for the ability to search across all authors, and all author affiliations.3. The vendor shall provide geographic reporting capabilities depicting citation activity and trends.4. The vendor shall provide an Army Law Enforcement Reporting and Tracking System (ALERTS) - type capability to allow for tracking of citation updates.5. The vendor shall provide web based access to published academic and scientific journals, and conference proceedings.6. The vendor shall have biomedical and technology holdings as their primary and largest index collection.7. The vendor shall provide web based access to patent information regarding scientific research and studies.8. The vendor shall provide access to the Derwent World Patent Index (1963-present) / the Derwent Patents Citation Index (1973-present).9. The vendor shall provide clearly written patent titles and abstracts that highlight the novelty, use, advantage, and claims of each invention.10. The vendor shall provide patent information from multiple patent issuing authorities into a single patent family for easy and complete discovery of each invention.11. The vendor shall continually update their data repository and provide web based access to updated materials as well as previously archived data.12. The vendor shall provide access to foreign regional indexes - data derived from sources originating in foreign countries.13. The vendor shall provide foreign language citation and translation capability (to include Chinese Language Citation).14. The vendor shall provide to search Regional Indexes in their native language as well as English.15. The vendor shall provide for access/link to the U.S. National Library of Medicine‘s MEDLINE- a national bibliographic database that contains references to journal articles in life sciences, with a concentration on biomedicine.16. The vendor shall provide export capabilities into summary such as excel for all search results to be analyzed to identify trends and publication patterns.17. The vendor shall provide result summaries that include identification of funding sources, foreign and domestic, supporting each publication.18. The vendor shall provide result summaries that site all agreements, grants and/or contracts for which the research is being conducted.19. The vendor shall provide result summaries that site all persons supporting, affiliated with and/or collaborating with during the conduct of the research by full name, employer, email address and country.20. The vendor shall provide result summaries that site the date the research was conducted, and publication date.21. The vendor shall provide result summaries that site article title, and publication source of the title.22. The vendor shall provide result summaries that site if the research will be presented a conference or symposium and the DTG and location of the aforementioned.23. The vendor shall provide an abstract of all research articles.24. The vendor shall provide for additional access to a comprehensive Chinese science citation data base.25. The vendor shall provide for additional accesses to Russian index and Korean Journal data base.Place of Performance: 27130 Telegraph Road, Quantico, VA 22134. RFI Submission Guidelines: Responses to this RFI shall not exceed five 10(5) pages, including the cover letter. AllSubject responses shallmust contain at a minimum: (1) Basic overview of the company to include Company Name, Company Point of Contact (name, phone number, and email address), Company location, Cage Code, associated NAICS Codes, and businesses’ Socioeconomic Statuses., (2) Capability Statement sufficient to demonstrate performance acumen directly related to the performance of the requirement as specified in the attached DRAFT SOW; (3) citation of any current, or past customers (i.e. within the past three (3) years) to include contract number and point  of contact (name, phone number, and email address); (4) Other material relevant to establishing core competencies of the firm.Certified Resellers:  Shall also provide confirmation that they are a certified reseller of the Clarivate Analytics’ Web of Science (to include technical support) platform along with any supporting documentation.Vendors responding with an equivalent platform:  Shall also provide a capabilities statement that addresses all 25 functionality items stated above.  The capability statement shall provide sufficient detail that demonstrates the proposed platform is capable of providing all functionality identified above.Responses/Questions: Responses and questions shall be sent to both RFI submission instructions: Responses are due no later than 25 April 2022 at 10:00 AM EST.
