The organization will specifically deliver Workforce Innovation and Opportunity Act (WIOA) Title I Adult and Dislocated Worker services at the career centers, also referred to as America’s Job Centers of California (AJCC), located around Ventura County and community access points. This RFP is designed to identify an organization who would offer services
in an integrated environment where education, career skills training, community resources, employment assistance, and wrap-around services are available in a one-stop career center model. Eligible applicants include private and public entities, secondary or post-secondary education institutions, faith-based organizations, for-profit and not-for-profit agencies, community-based organizations, government or public agencies, or other legally established entities. Partnerships or consortiums may respond to this RFP; however, their proposals must identify a lead agency that will be responsible for management, coordination of services, operations, financial accountability, legal obligations, and all reporting requirements. 1.2 Background/Overview The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. The intent of the WIOA legislation is to arm workers with the skills and education necessary to succeed in the labor market and to provide businesses with access to the talent pool necessary to compete in local, regional, and global economies. This is achieved by assisting workers, including those with barriers to employment, with access to employment, education, job driven training, and support services. WIOA emphasizes improving services to businesses, enhancing program coordination, streamlining service delivery, utilizing new technologies to serve customers, increasing the flexibility of governance, and increasing accountability and transparency. Additionally, WIOA requires quality training leading to industry-recognized credentials; earn and learn approaches that encourage the coordination of work and learning; regional planning and service coordination; and implementation of designated industry-sector-based strategies and career pathways. The selected contractor will support jobseekers within Ventura County with workforce related services and will work closely with the One-Stop Operator to coordinate and integrate its workforce services into the existing system of partnerships. (Information on the role of the One-Stop Operator may be found in 20 CFR 678.620.) Responsive proposals should include a plan to bring workforce services into all communities within the County, particularly those that are underserved, and shall reflect a customer-centered design that looks first at what customers need, and then, using cultural and technical competencies, establishes an appropriate menu of services to meet those needs while providing excellent customer service. This approach will build the capacity of the workforce system to better serve employers who need skilled workers and to design more personalized services to help job seekers gain necessary skills for middle-wage jobs. The WDBVC will be an active partner involved in all aspects of workforce service design and implementation, and as such is looking for a contractor who possess the willingness and flexibility to assist the WDBVC to develop new programs, services and service delivery models based on community needs, and who will work closely with the WDBVC to implement any WDBVC board-mandated directives or programs that enhance the quality of life for Ventura County’s residents. It is preferable that applicants have a minimum of three years of experience operating a WIA/WIOA program and/or providing any of the following related services: helping people find employment, assisting businesses find talent, providing job training to individuals, providing supportive services that help people get to work and stay on the job, and/or delivery of social services. 1.3 Action Dates The following is an outline of the anticipated schedule for the proposal review and contract award. An award, if made, will be in the best interests of the County after all factors have been evaluated. While the County intends to enter a contract for these services, it will not be bound to do so. The County reserves the right to reject any or all proposals. The County shall be the sole judge of the successful offers hereunder.
