SummaryTuolumne County through the County Administrator’s Office is seeking bids from qualified firms to provide professional design service for the design services related to Gardella Ranch Road to be located on the Law and Justice Campus in Sonora. Firms responding to this RFQ should be fully familiar with and experienced in meeting the requirements of both State and Federal procedures pertaining to grant funded projects.1.2. BackgroundIn 2009, Tuolumne County purchased 48 acres for the development of the Law and Justice Center Campus. Over the years, Tuolumne County has: installed infrastructure to and through the site; creation of Justice Center Drive through the campus; and construction of Juvenile Detention Facility, Tuolumne County Transit Hub, Tuolumne County Jail, and Tuolumne County Superior Court (State Building). In 2021, Tuolumne County
hired a firm to develop a master plan for the remaining unimproved parcels on the Law and Justice Center Campus. This master plan included the development and construction of the Justice Partnership Building, Sheriff’s Office, and US Forest Building. This plan also included preliminary designs of the proposed Gardella Ranch Road. The proposed Gardella Ranch Road would serve as a secondary access road in/out of the Law and Justice Center Campus (See Attached Road Layout). The Master Plan divided the development of Gardella Ranch Road into three segments. The proposed alignment also considered the offsite easements; connections onto the remaining Law and Justice Center unimproved parcels; connection to Law and Justice Drive and then future connection with Old Wards Ferry Road. The County is interested in construction of the next phase of the Law and Justice Center Project. To this end, the County desires to construct Gardella Ranch Road- Segment A. We anticipate that that a consultant would provide services from Schematic Design to Design Development, to Construction Documents, through the permit and bidding process and then construction administration. The location of Gardella Ranch Road has already been well defined, easements have been retained and County parcel locations been delineated. The County does not see a need to deviate from the Gardella Ranch Road layout as seen in Attachment A.The County currently has loan proceeds remaining from the construction of other projects on the Law and Justice property that would be utilized for the entire design and bidding phases of this project. As for the construction portion of project, the County is working with Capitol Public Finance Group on a financing plan for both Gardella Ranch Road- Segment A and a new building for Sheriff Administration and U.S.F.S on the Law and Justice Campus. 1.3.
