DSAMH envisions a system of care which offers Delawareans an array of accessible services, community supports tailored to every individual’s unique needs. These supports will be culturally, age, and gender-responsive, enhance personal, family, and community strengths, and promote the individual/family’s resilience, and inclusion in the community. Over the past five years Delaware has seen a dramatic increase in the prevalence of substance use disorders and substance use
related overdoses. In November 2022, Delaware’s overdose crisis reached a new peak with a record 43 deaths, surpassing the previous high set in May. In 2022, 376 people have died of drug overdoses, 18 percent higher than in the same period in 2021, which included 515 overdose deaths. Many individuals with substance use disorder (SUD) face challenges in accessing care, resources, and support to assist with treatment, recovery and wellness. Peer Recovery Specialists play a critical role in providing person-centered, culturally competent, strengths based and recovery-oriented care to assist individuals with SUD who are at risk of an overdose or have experienced a recent overdose. The purpose of this Request for Proposal is to solicit potential Vendors to provide a comprehensive, trauma-informed, recovery-oriented, person-centered peer support program for Delawarean adults, 18 and over, who present in an Emergency Department (ED) setting with a suspected overdose or surviving an overdose, who need support and a continuum of specialized recovery-oriented services, including peer recovery support services, community supports and treatment services (e.g., housing, transportation, therapeutic programs) to decrease utilization of emergency departments, improve outcomes and reduce overdoses. Peer Recovery Specialists with lived recovery experience will offer person-centered, recovery-oriented navigation support, aimed at supporting individuals with SUD in the community. A primary function of the peer is to use their own personal recovery experiences to engage and support the recovery of individuals with SUDs, including modeling and teaching self-care. Peers are trained and provide ongoing support to individuals and their families receiving substance use and or mental health recovery supports and services. Peers work from the perspective of their lived experience to help build environments conducive to recovery. They promote hope, personal responsibility, empowerment, education, and self-determination in the communities where they serve. Peer Recovery Specialists are trained to assist others in skill-building, problem-solving, setting up and maintaining self-help mutual support groups, and building self-directed recovery tools. A critical role of the peer is willingness to self-identify their lived recovery experience, using it as a tool for helping others in developing recovery goals and specific steps to reach those goals. It is the goal of this Request for Proposal to identify a vendor(s) and execute a contract to deploy peer support services that improve engagement of and connections to ongoing treatment, recovery and harm reduction support for individuals presenting to emergency departments who have a suspected overdose or survived an opioid overdose. Peer Recovery Specialists shall be deployed to respond to the ED and other coordinated settings including but not limited to Bridge Clinics, Post-Overdose Response Teams, stabilization centers, shelters, and other systems of care.
