Stand-in Attack Weapon (SiAW)

NOTICE TYPE: Notice of Contract Action (NOCA) for Stand-in Attack Weapon (SiAW). The NAICS Code assigned to this acquisition is 336414 - Guided Missile and Space Vehicle Manufacturing, with a size standard of 1,250 persons.  The Department of Defense, United States Air Force (USAF), Air Force Material Command (AFMC), Life Cycle Management Center (AFLCMC), Armament Directorate, Long Range Systems Division is seeking to develop SiAW by integrating advanced technologies into the Navy’s Advanced Anti-Radiation Guided Missile-Extended Range (AARGM-ER). SiAW is an Air Force air-to-ground weapon that will provide stand-in platforms the capability to hold at risk surface elements of the Anti-Access/Area Denial (A2/AD) environment. SiAW will heavily leverage the Navy’s AARGM-ER program, currently in the early stages of development by PMA-242. The SiAW modifications will make the weapon relevant for fifth generation aircraft and will keep it relevant for evolving threats.The fulfillment of the supplies/services listed above will be executed sole source to Northrop Gumman Innovation Systems (NGIS), Northridge, CA under the authority FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." As the original designer, developer, and manufacturer of the AARGM-ER weapon system, NGIS is the only source with the requisite knowledge, experience, and technical expertise to execute the SiAW program's requirements. Additionally, NGIS has the engineering personnel and program management expertise based on experience with AARGM-ER to support continuous improvement and production upgrade efforts. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
