Introduction The State of Connecticut’sOffice of Policy and Management’s (OPM) Budget and Financial Management Divisionseeks to hire a Secretary 2 (Confidential). The Budget and Financial Management Division is responsible for providing ongoing, comprehensive analyses, evaluations and recommendations to theGovernor and the Secretary of OPM regarding the financial and programmatic implications of public policies; providing a viable integration of these financial and programmatic policies through the development of a budget plan that is consistent with executive and legislative intent; and managing and coordinating the implementation of these financial and programmatic policies among State agencies in order to ensure the most efficient delivery of services to the people of Connecticut. In this role, you will be responsible for providingsecretarial support to the Executive Budget Officer and the Assistant Executive Budget Officer, and to section directors as needed. Please ensure

PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for independently performing a full range of secretarial support functions requiring an understanding of organizational policies and procedures. EXAMPLES OF DUTIES The following duties are expected to be assigned to this position: · Process all agency requests to allot funds from both appropriated and non-appropriated sources, including managing the signature process by the Executive Budget Officer or Assistant Executive Budget Officer (on behalf of the Secretary of OPM), obtaining signature by the Governor, and processing fully approved allotments to the Office of the State Comptroller for posting on Core-CT. · Manage the division’s files, including all budget-related correspondence to agencies from OPM, State Bond Commission files and minutes, and Finance Advisory Committee agendas and minutes. Serve as division records retention point of contact. · Assist division head in preparing, and transmit monthly letters to the Comptroller outlining OPM budget projections, as required by CGS Sec. 4-66. · Independently prepare, subject to review and approval by the division head, and transmit monthly letters explaining deficiencies to the Governor, Comptroller, and Appropriations Committee leaders, as required by CGS Sec. 2-36. · Independently manage and maintain the Budget Division webpages, including posting Finance Advisory Committee documents, Fiscal Accountability Reports, agency budget and legislative requests, and other special reports as required. Upload documents via SiteCore. · Coordinate scheduling attendees for Finance Advisory Committee meetings so as to ensure a quorum, and send agendas and other materials in compliance with public meeting filing deadlines (attendees include, Governor or Lieutenant Governor, OM Secretary or Deputy, Comptroller/Deputy, Treasurer/Deputy, chairs and ranking members of Appropriations Committee, and alternates). Take notes and produce meeting minutes for review by division head. · Serve as personal secretary to Executive Budget Officer and Assistant Executive Budget Officer, and for section directors as needed, including coordinating and scheduling meetings, researching and assembling/preparing meeting materials, and making travel arrangements (e.g., National Association of State Budget Officers meetings). KNOWLEDGE, SKILL AND ABILITY Considerable knowledge of office systems and procedures; considerable knowledge of proper grammar, punctuation and spelling; knowledge of business communications; knowledge of department's/unit's policies and procedures; some knowledge of business math; interpersonal skills; ability to schedule and prioritize office workflow; ability to operate office equipment which includes personal computers other electronic equipment; ability to operate office suite software; ability to take notes (shorthand, speedwriting or other method acceptable to the supervisor). MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Three (3) years' experience above the routine clerk level in office support or secretarial work. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been as a Secretary 1 or its equivalent. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training in the secretarial sciences may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years. PREFERRED QUALIFICATIONS The preferred candidate will have experience providing clerical / administrative support in a state budget office setting;proficiency in MS Office applications with advanced working knowledge of MS Excel,Word, and PowerPoint;excellent written and verbal communication skills; experience with website management; strong organizational skills; and experience assisting with the design of informative documents and presentations for the public, media, executives and/or legislative audiences.
