The Department of Energy's Office of Headquarters Procurement Services has a requirement to support the Office of Enterprise Assessment's National Training Center (NTC) located on Kirtland Air Force Base in Albuquerque, New Mexico. The requirement is to support the DOE's NTC with a full range of services. This support includes developing, providing and supporting security and safety classroom and on-line training at the NTC and other locations, managing training programs, providing cyber-security and information technology support for the NTC as well as at DOE Headquarters in Washington, D.C., and maintaining the facilities and grounds. Attached are copies of the draft Statement of Objectives and draft Position Descriptions which provides the Government's mission and objectives for this requirement and a sample of labor categories required to support the NTC.
This acquisition is a 100%
set-aside for a competitive 8(a). The NAICS code is 611430, Professional and Management Development Training, and the size standard is $11.0 million. The solicitation will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed price and time and materials task orders. The contract will be awarded as a five year IDIQ; task orders issued from the master IDIQ will contain option periods.
A site visit at the National Training Center is tentatively scheduled for May 18, 2017. Interested Parties are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions, including the condition property and equipment,that may affect the price and their technical approach. There will only be one site visit offered. Attendance at the site visit is not mandatory. The Government will not reimburse any offeror for expenses related to attendance of this site visit. Any interested offerors are to submit an email stating interest to the Contract Specialist, Bari R. Brooks, at Bari.Brooks@hq.doe.gov no later than April 24, 2017 at 3:00 p.m. EST so that there is ample time to arrange for base access. No more than two representatives per vendor are permitted to attend the site visit and all attendees must be United States citizens. Specific details (i.e. time, meeting location, visitor access information) about the site visit will be given once a vendor expresses interest.
The entire solicitation will be made available on Federal Business Opportunities Web Site at http://www.fedbizopps.gov by late May 2017. All responsible sources may submit a proposal upon release of the solicitation. The due date for the proposal is anticipated to be within 50 days upon issuance of the solicitation. Paper copies will not be available. To be eligible for contract award offerors must be registered and marked active in the System for Award Management (SAM). Register via the SAM website www.sam.gov.
The solicitation DE- SOL-0010843 will contain instructions for submitting offers. This preliminary notice is not a Request for Proposals (RFP). No questions will be entertained at this time. All future information about this acquisition, including solicitation and modifications, will be distributed solely through this website. Potential offerors are responsible for monitoring this site for the release of this solicitation package and subsequent modifications.
