"NOTICE OF PUBLIC HEARING\n\nColumbia County, New York\nNotice of Public Hearing\n\nColumbia County will hold a public hearing on February 8, 2023 at 7pm at 401 State St., Hudson, NY\n12534 for the purpose of hearing public comments on Columbia County\u2019s community development\nneeds, and to discuss the submission of an Economic Development Community Development Block\nGrant (CDBG) application on behalf of Hudson Roastery.\n\nThe CDBG program is administered by the New York State Homes and Community Renewal, Office of\nCommunity Renewal, and will make available to eligible local governments funding for the 2023\nprogram year for housing, economic development, public facilities, public infrastructure, and\nplanning activities, with the principal purpose of benefitting low/moderate income persons. The\nhearing will provide further information about the open round economic development, small\nbusiness, and microenterprise programs, and will allow for citizen participation in the
development\nofthe proposed grant application and/or to provide technical assistance to develop proposals. The\nproposed grant application will request up to $85,000 in CDBG Economic Development Small\nBusiness funding to assist the local business in acquiring inventory, furniture, fixtures, equipment,\nand working capital, and creating up to 4 full time equivalent positions.\n\nThe hearing will provide further information about the CDBG program and will allow for discussion\nand comment on the proposed application and to obtain the views of citizens, public agencies and\nother interested parties on the needs of the jurisdiction for the CDBG application. Comments on the\nCDBG Program or the proposed project will be received at this time. The hearing is being conducted\npursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the\nHousing and Community Development Act of 1974, as amended.\n\nAssistance under the CDBG Program must meet one ofthree national objectives: benefit to low and\nmoderate-income persons, eliminations of slums and blight or urgent needs affecting the health and\nsafety of the community. No less than seventy percent (70%) of grant funds must be used for\nactivities benefiting low and moderate income persons and a minimum offifty-one percent (51%) of\nthe jobs that are created must be made available to persons from low and moderate-income\nhouseholds.\n\nAllinterested residents including minority, women, disabled and disadvantaged persons are strongly\nencouraged to attend this public hearing.
