The funding for the Recreational Therapy Services is available October 1, 2023 through September 30, 2024. SCOPE Currently, KCVS provides recreational therapy to Veterans and plans to continue this outreach program to Veterans and their families. The activities have been very popular allowing outreach to Veterans and establishing a more vibrant
community. The selected contractor will provide both recreational therapy activities, as well as the administrative, scheduling and management services, as detailed below: Types of Recreational Therapy Activities 1. Zip-line Adventure 2. Bowling 3. Grand Prix Go-Carts 4. Blacksmith Skills & Resilience Workshop 5. Woodworking Skills Workshop 6. Family Arcade Day 7. Outdoor Preparedness/Survivor Skills 8. Orienteering Skills 9. Camping Retreat 10. Kayaking 11. Golf Skills Lessons 12. Rock Climbing Skills 13. Pre and post event marketing 5. Dedicated website for program events 6. Annual event calendar 7. Event registration and management 8. Communications with event participants 9. Post-event surveys 10. Quarterly status reports 11. Program and event budget management 12. Professional representation of client 13. Problem resolution 14. Provide one (1) event per month, excluding December with a maximum of three (3) events per month during the contracted period 15. Confirmation of insurance held by any and all subcontractors Kent County will award and contract for the goods and services in this Solicitation in an efficient and timely manner. In no event will notification of award be more than 45 days from the date of submission. The Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County Purchasing Division website are incorporated by reference and shall be deemed to have the same force and effect as if fully set forth herein. INQUIRIES Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Kent County reserves the right to determine response format or not respond, in its sole discretion. PRE-SUBMISSION ON-SITE INSPECTION A pre-submission conference will not be held for this Solicitation. Utilize the inquiries link posted with the Solicitation to request additional information. Respondent may not conduct an on-site inspection without an appointment with a County representative as the location is a private residence. Discussions between Respondent and Kent County staff during the on-site inspection do not override any written specification or correspondence provided in this Solicitation. REQUEST FOR PROPOSAL SUBMISSION Complete submissions must be received in the Kent County Purchasing Division on or before the due date/time specified by the designated clock (local time). Respondent must include a complete proposal as 1 non-password protected PDF document. The time required to upload a submission may vary. Respondent assumes all risks associated with electronic submission, including technological difficulties, and deems the County and its service provider harmless and without fault. Successful electronic submissions are confirmed via Respondent's email. Respondent shall view the link in the confirmation email to determine accuracy prior to due date/time. Submissions must be in the format outlined below: Proposal Instructions Ensure the proposal includes the following: Provide business organization, full names, addresses, phone numbers, emails, and website. Organizations qualifications and detailed description of experience for providing recreational therapy services, including years of service and similar program experience. Provide a recommendation for recreational therapy services focusing on Veterans and their families. Provide project staffing, titles, credentials, special certifications, and length of experience for those participating in the delivery of this service. Provide detailed pricing for an all-inclusive, implemented recommendation including payment terms, unit costs, billable costs, and all other expenses. Provide three (3) relevant references, preferably for projects of similar scope and complexity. Kent County is not liable for costs incurred prior to award. A submission constitutes an irrevocable offer for a period of 45 days from the due date/time. In the event the notification of award is not made within 45 days from the due date/time, the Respondent may withdraw or provide a written extension of their submission. Submissions may only be withdrawn by written request if the request is received before the due date/time. Withdrawals after opening shall be subject to Kent County Fiscal Policy Centralized Purchasing 5(i)(2).
