By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for Improvements at the Indiana Harbor and Canal Confined Disposal Facility, East Chicago, IN (Lake County). The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense.GOVERNMENT REQUIREMENTS: Under the Contract, the contractor will be responsible for Upgrading the perimeter
chain-link fence to an eight-foot high concrete-panel along Indianapolis Boulevard and a portion of the northeast property. Replace each South Gate and North Gate with an automated slide-gate with access control, close-circuit television (CCTV) and post bollards. Provide two new 30-foot high light poles and electrical service to northern gate. Install three flag poles with solar-powered lighting (two 25-foot high and one 30-foot high). Demolish and remove and dispose of existing concrete curbs along Indianapolis Boulevard in addition to the chain-link fence materials. Install gravel access road along outside of fencing on north side of facility.The work includes the following items and incidental related work:a. Perimeter Fence. Replace and dispose of the eastern perimeter high-security chain-link fencing. The replacement fence shall be an eight-foot high concrete panel fence and extend along the eastern property parallel to Indianapolis Boulevard.b. South Main Entrance and North Entrance Gates. Replace the South Main Entrance Gate and North Entrance Gate with the same model of automated-glide gate.c. Entrance Gate Access Control Security Measures. The same configuration of access control and related security measures that exist for the South Main Entrance gate shall be used for the North Entrance gate.d. New Light Poles and Closed-Circuit Television (CCTV) Camera Tower Poles for North Entrance. Install two 30-foot high light poles with fixtures at the North Entrance that are comparable to those that exist by the South Main Entrance.e. Signage.(1) All signage currently on the chain-link fence that is to be replaced shall be removed and re-used, as possible, on the new concrete fence.(2) Install two (2) Government-furnished signs. One sign shall be installed in the main entrance and one sign shall be installed near the main office.(3) Install two (2) one-way signs into the dike at the top of each access ramp.f. Flag Poles and Solar-Powered Lights. Install three flag poles each with a solar-powered light to illuminate the flags during the night. There shall be two 25-foot high poles and one 30-foot high pole.g. Access Road Along Outside of Perimeter Fence. Install a gravel access road adjacent to the fence line along the entire northern property line.e. Parkway Improvements along Indianapolis Boulevard.(1) Remove and dispose of place broken sections of concrete sidewalk. The removed sections will be replaced with new concrete sidewalk sections.(2) Remove and dispose of sections of concrete curbing in northern area of sidewalk.(3) Remove and stockpile (on site) existing gravel along both sides of the sidewalk along the entire east side of the IHC CDF property.(4) Install architectural concrete in lieu of gravel that exists on both sides of sidewalk along entire east side of IHC CDF property.(5) Install security bollards (post and planter) near each entrance gate. The bollards will act as planters.MAGNITUDE OF CONSTRUCTION COST: The estimated price range is between $1,000,000.00 and $5,000,000.00.REQUESTED INFORMATION: This Agency requests that interested contractors complete the following questions to assist the government in its efforts.1. Is your firm a small-business interested in performing as a subcontractor?6. Does your firm have experience in the work described for this project?
