The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Duran Environmental Consulting, LLC, 1973 N Patricia Ave, Boise, ID 83704, for the Implementation of the Avian Knowledge Network for the Department of Defense.This is a new acquisition for the ERDC-EL. The Department of Defense (DoD), as other federal agencies, has significant regulatory, management, and stewardship responsibilities related to migratory birds. These requirements are driven primarily by the Migratory Bird Treaty Act (MBTA), the “Military Readiness Rule” (50 CFR § 21.15) and Executive Order (EO) 13186 “Responsibilities of Federal Agencies to Protect Migratory Birds”. In accordance with EO 13186, the DoD has also established a Memorandum of Understanding with the US Fish and Wildlife Service outlining the management and stewardship activities DoD will implement for migratory bird conservation. Tasks include providing
training, tools, and implementation of Avian Knowledge Network (AKN) Program for the DoD. Duran Environmental Consulting, LLC is uniquely qualified for this research since they are the only entity that has all the qualifications to perform the work including: 1) A wildlife biologist with expertise in birds and proficiency with various bird survey methodologies as well as extensive expertise with large bird datasets and data management; 2) A biologist trained on the use of the Avian Knowledge Network; 3) A biologist who has worked with DoD for 5-10 years and possesses an understanding of DoD Natural Resources Program and the DoD mission; and 4) A biologist proficient with various statistical software programs, GIS software, and Microsoft Office programs.This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541620 with a Small Business Size Standard of $16.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
