This project will use federal funds; all work must be done in accordance with federal and IDOT BLRS guidelines. The Consulting
Engineer shall perform and carry out, in a professional and satisfactory manner, the engineering services necessary to complete the requirements included in the project. The Village shall provide a qualified Liaison Engineer to assist the Consultant with Village interpretations. The services to be provided related to this Request for Qualifications (RFQ) are described in the Minimum Scope of Services section of this RFQ. All work must adhere to Village and Illinois Department of Transportation (IDOT) standards as required. The Consulting Engineer shall have successfully completed a minimum of three projects of the same type and size to the Industrial Pedestrian Connector Improvement project. The proposed Project Manager shall have a minimum of five years of experience in Phase II Engineering on municipal and IDOT Bureau of Local Roads and Streets (BLRS) projects. A list of these projects along with a brief description of the services provided shall be included. Project Purpose: The project is located within the Village of Berkeley in Cook County Illinois, adjacent to a residential neighborhood and within the industrial district. The industrial district is located east of I‐290 and I‐294, north of St. Charles Road (IDOT jurisdiction), and adjacent to Wolf Road (Cook County Jurisdiction). See Exhibit 1 for a Location Map. The purpose of this project is to provide regional enhancements and create a safer walking route for workers in the Berkeley and the Bellwood industrial area to reach the Metra Station, buses and other destinations. The project will fill in vital gaps in the pedestrian network and is part of the Village Comprehensive Plan. The Industrial Pedestrian Connector project is located along McDermott Drive from Wolf Road to the detention pond, around the detention pond south of McDermott Drive and east of Morris Avenue, and along Morris Avenue from the detention pond to St. Charles Road. McDermott Drive is a local road under the maintenance and jurisdiction of the Village of Berkeley. The existing cross section along McDermott Drive consists of one 11‐foot through lane in each direction with perpendicular parking on the north side and B‐6.12 curb and gutter on the south side of the roadway. Morris Avenue is a local road also under the maintenance and jurisdiction of the Village of Berkeley. The existing cross section along Morris Drive consists of one 11‐foot through lane in each direction with B‐6.12 curb and gutter on both sides. The intersection of McDermott Drive and Wolf Road is two‐way stop controlled along McDermott Drive. The intersection of Morris Avenue and St. Charles Road is stop controlled along Morris Avenue. There are currently no pedestrian accommodations located along Morris Avenue north of St. Charles Road, along McDermott Drive east of Wolf Road, and around the 3 | P a g e detention pond. The proposed improvement will include a new 6‐foot sidewalk along the south side of McDermott Drive between Wolf Road and the detention pond, and along the west side of Morris Avenue between the detention pond and St. Charles Road. A 6‐foot wide sidewalk is proposed around the detention pond that will connect to the new sidewalks. All pedestrian facilities will meet Americans with Disabilities Act (ADA) standards. A 4‐foot rail/decorative fence will be installed along the inner side of the proposed sidewalk around the pond. The proposed improvements will complete the sidewalk connections within the previously constructed Flood Control Project. The proposed north‐south sidewalk along Morris Avenue will connect to the existing east‐west sidewalk along St. Charles Road (IDOT Route) at the northwest corner of the intersection. There will be no proposed right‐of‐way or easements along St. Charles Road (State Route). There will be no changes to the roadway alignment and no modifications to the traffic signals or devices along St. Charles Road as part of this project. The roadway geometry will not be improved or changed as part of the proposed improvements. For this reason, major drainage improvements are not expected, but minor drainage improvements may be necessary if drainage structures require adjustments or replacement. Other items to note for the Phase II Engineering: There are no proposed right‐of‐way or easements. There is no pavement widening or reconstruction. There are no floodplain impacts. There are no historic districts within the project limits. There is no stream work involved. There are no bridges or structures involved. There are no design exceptions or variances required. There is no change in geometry or alignment to the roadway or parking lanes. There are no impacts to drainage structures. There are no traffic signal or device modifications. There are no detours necessary. There is no railroad involvement. There is no tree removal required. There are no wetland impacts. There are no Section 4(f) impacts. Cultural Clearance Commitments: • A Preliminary Site Investigation (PSI) will be completed during Phase II design. All Special Waste related pay items will be included in Phase II. • The details of railing/decorative fence will be completed in Phase II. Scope of Services: The scope of services sought by the Village shall include the provision of all required labor, materials, equipment, expertise and consultation of Phase II engineering services related to the successful execution of federal and IDOT projects. The Phase II tasks may include, but not be limited to: 4 | P a g e • Project coordination on behalf of the Village, IDOT, CMAP, the Council of Mayors, and other project stakeholders. The selected Engineer shall attend with Village staff all appropriate meetings with other agencies involved to ensure appropriate project coordination. • Review of Phase I Project Documentation. The Engineer shall include any necessary resubmittals or coordination to extend the design approval timeframe or environmental clearances if required by IDOT or any other jurisdictional agency. • Verify existing survey information obtained in Phase I and provide any supplemental survey deemed necessary by the Engineer. • Coordinate and perform geotechnical investigations as warranted. • Perform / coordinate special waste investigations necessary to clear project for letting • Furnish preliminary, pre-final and final construction cost estimates. • Submit for review and approval the pre-final plans, special provisions and an estimate of costs at completion intervals of 50% and 95%. • Prepare and submit all applicable permits. • Prepare PPI, and project update / status submittals for IDOT BLRS and Council of Mayors • Assist Village with preparation of agreements • Perform Quality Control/Quality Assurance and Constructability Reviews. requirements. Evaluation Process: The following selection criteria and weighting will be considered by the Village: CRITERIA WEIGHTING 1. Project Understanding 25% 2. Firm Experience 20% 3. Municipal Experience 10% Selection Process: The selection committee shall consist of the Village Administrator, Assistant to the Village Administrator, Public Works Superintendent and the Special Projects Coordinator. The selection process shall follow Federal Qualifications Based Selection for Engineering and Professional Services (QBS) requirements. Interviews will not be conducted for this selection. Schedule for Proposal Process: August 30 – SOI submission date by 4:00 p.m. August 31 – September 3 – Evaluations September 10 – Top firm selected and notified September 17– Contract negotiation finalized The Village will make every effort to conclude the process by this date; however, the Village reserves the right to modify the proposal process and dates as necessary. 5 | P a g e Submission Deadline and Contact Information: All statement submittals must be submitted in the order shown below. Information can be provided in multiple sections but must appear in the requested section. The Village of Berkeley will not be responsible for not considering information provided in the incorrect section. Section 1 – COVER LETTER (one page maximum) Provide a cover letter introducing your firm and qualifications. Section 2 – COMPANY OVERVIEW AND EXPERIENCE (five pages maximum) a. Provide an overview of the company detailing the total number of professional staff, the history of the company, and the location where work will be performed. b. Firm Experience: Provide a minimum of five examples of Federally Funded Phase II services provided to municipalities in the last five years. Include project size and description, location, design phase involvement and all other pertinent project facts. Include contact information for the client and sub-consultant engineering firms associated with each of these projects. Section 3 – PROJECT UNDERSTANDING AND APPROACH (five pages maximum) Explain your team’s understanding and approach to what you believe are the critical elements of the Phase II engineering stage of the project. Section 4 - ORGANIZATIONAL CHART Indicate relationship of key personnel, sub consultants, and tasks to be performed. Section 5 – KEY PROJECT PERSONNEL (two page maximum per individual) Provide resumes and references for project staff and sub consultants to be assigned to this project. As a minimum include those persons listed in Section 3 above. Section 6 – PROJECT SCHEDULE Provide estimated timeline for completion of tasks. Section 7 – IDOT Prequalification and IDOT BDE DISC 2 Conflict of Interest Form The Village of Berkeley requires all consultants to submit a disclosure statement (utilizing the IDOT BDE DISC 2 template) Section 8 – OTHER PERTINENT INFORMATION (two pages maximum) Include all other pertinent information that the proposer would like the Village to consider. The Village is requesting one (1) paper copy and one electronic copy in PDF format on a flash drive of the Proposal be submitted no later than August 30, 2021 at 4:00 PM. Based upon review of the Proposals, a fee proposal will be requested from the selected Consultant. The Proposal should be directed to the attention of Jim Marino, Special Projects Coordinator.
