This notice is for Solicitation Number 36C24220R0033 Repair Operating Room (OR) HVAC Controls at James J. Peters VA Medical Center, 130 West Kingsbridge Rd. Bronx, New York, 10468. This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit an offer, which will be considered by the agency. This project is classified under NAICS Code 238220 and has a size standard of $16.5 Million. The cost estimate range for this project is $25,000.00 to $100,000.00. SCOPE OF WORK This project will provide labor, materials, supervision and programming to repair/replace existing HVAC controls currently located in Area 2E, Bldg. 100 in addition to correct existing HVAC piping for AHU #16. Patient care will be affected without repair/replacement. AHU Unit and Controls service all eight (8) operating room suites and adjacent 2E support areas. Work includes (but not limited to): Repair of all effected 120/24 VAC transformers; Contractor shall
provide and install a new VFD controller manufactured by ABB Controls and connect to existing Building Management System (BMS) for proper fan control and status notification, Installation of a new freeze stat sensor and connect to existing VFD control and Building Management System (BMS) for proper fan shutdown and status notification. Recalibration, repair, reprogramming, and startup of existing clean steam generator system manufactured by Advanced Steam Technology Company LLC and associated steam humidification controls and wiring. Repair and/or replacement of associated steam valve, as well as all miscellaneous programming, testing, adjustments, commissioning and training. Controls system must be Tested Adjusted and Balanced (TAB) as well as personnel training on the system. One-Year minimum warranty. Requirements are for temperature control system to control (adapt) to the existing Johnson Controls MetaSys building management monitoring and control computer system. Contractor should adhere to all needs regarding specialize construction in this area including methods of work to assure the continued normal and safe operations of the Medical Center Laboratory. Contractor shall adhere to all applicable OSHA standards. Work will have to be performed on the off hours or weekends, most notably for utility shutdowns, connections and testing; therefore, contractor should take this into consideration when pricing a proposal. HVAC Control system effects the Operating Room. All work shall be in accordance with attached as-built wiring diagrams provided by the VA. All work on the following existing equipment/systems shall be performed in accordance with the equipment/system manufacturer s recommended instructions. All replacement parts shall be in accordance with the following existing equipment/system manufacturer s recommended parts list for that specific equipment/system. All work shall be performed by companies certified or recommended by the following existing equipment/system manufacturer. VFD controller (manufactured by ABB Controls) Clean Steam Generator System and Controls (manufactured by Advanced Steam Technology Company LLC) Building Management System (manufacturer Johnson Controls) No demolition is required other than removal of existing equipment where necessary. Contractor shall be responsible for any restoration such as patching or replacing of any structure damage during repairs. Contractor shall be responsible clean-up, removing and disposing debris. Before showing up for repairs, the contractor is required to provide an advance notice so the Medical Center can properly coordinate with its personnel. Performance Period: 120 Calendar Days unless otherwise specified by the Contracting Officer. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about 01/30/2020. The response submittal address, date and time will be included in the solicitation. This project requires bonding. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
