Provide a brief justification for the selected vendor to supplement the response in Part Il. ReferencetheRFP\nnumber, if applicable.\n\nPenquis CAP isthe only provider that provides RJ services in Penobscot and Piscataquis Counites. The provider will\ncollaborate with Corrections and Department of Education to develop Reestorative Practices programming for schools\nacross the state. Each juvenile offender is assigned a screened and trained adult mentor for the period between the\ninitial conference that develops the reparative agreement and a closing conference that celebrates the juvenile fulfilling\nthe requirements of the agreement. R estorative justice works by recruiting citizens into the work of restoration of\noffenders, victims, and communities.\n\n3. Explain how the negotiated costs or rates are fair and reasonable; or how the funding was allocated to grantee.\n\nThe current costs are consistent with other providers in the state and is considered to be fair and reasonable by the\nDepartment.\n\n4.
