The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) anticipates awarding a competitive Small Business Set-Aside contract for the 60mm (PA175 and PA189), 81mm (PA162), and 120mm (PA167) Fiber Containers in support of 60mm, 81mm, and 120mm Mortar Cartridges. This effort will utilize an Invitation for Bids (IFB) approach and will result in a Firm-Fixed Price Indefinite Delivery Indefinite Quantity single-award contract with six ordering periods with each ordering period being broken out into four month increments. It is estimated that the new effort will also include an Economic Price Adjustment clause for certain materials.The 60mm PA175 and 60mm PA189 Fiber Containers are spirally wound fiber tubes with a stamped one-piece metal cover and a single crimped metal end. The windings of the fiber tubes consist of layers of kraft paper and polyolefin material. The outer
dimensions are 2.69 inch diameter x 17.73 inch length. Both tubes have an injection molded internal plastic support to support the contents.The 81mm PA162 and 120mm PA167 Fiber Containers are spirally wound fiber tubes with telescoping covers and double crimpled metal ends. The windings of these fiber tubes consist of layers of kraft paper and polyolefin material. The PA167 outer dimensions are 5.43 inch diameter x 30.46 inch length, and the PA162 outer dimensions are 4.0 inch diameter x 27.06 inch length. The PA167 has an injection molded internal plastic support while the PA162 has support constructed of a steel ring pressed into a spirally wound fiber tube. Both Fiber Containers have a chipboard disc attached to the cover, and only the PA167 Fiber Container has a rubber pad attached to the bottom.The 60mm PA175 Fiber Container is used on the M767 Infrared (IR) Illuminating and M721 Visible Light (VL) Illuminating Mortar Cartridge. The 60mm PA189 Fiber Container is used on the M722A1 Smoke Mortar Cartridge. The 81mm PA162 Fiber Container is used on the M819 Smoke, M816 IR Illuminating, and M853A1 VL Illuminating Mortar Cartridges. The 120mm PA167 Fiber Container is used on the M929 Smoke, M983 IR Illuminating, and M930 VL Illuminating Mortar Cartridges.The estimated quantities for this two year contract are 40,839 PA175 Fiber Containers, 14,000 PA189 Fiber Containers, 87,927 PA162 Fiber Containers, and 114,277 PA167 Fiber Containers. The associated North American Industry Classification System Code (NAICS) for the 60mm (PA175 and PA189), 81mm (PA 162), and 120mm (PA167) Fiber Containers is 322219 with a small business size standard of 1,000. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at
http://www.sam.gov in order to be eligible for contract award.The 60mm (PA175 and PA189), 81mm (PA 162), and 120mm (PA167) Fiber Containers will be built to Government Technical Data Packages (TDPs), which will be available upon release of the IFB. NOTE: The TDPs will not be released until the IFB is posted. The TDPs are coded as Distribution Statement A (Approved for public release. Distribution is unlimited). Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement, AMSTA-AR Form 1350, Technical Data Request Questionnaire, and a Non-Disclosure Agreement (NDA) for the Government’s consideration to approve the TDP release.
