Introduction. Millcreek (the “ City”) is requesting proposals/bids (“ Proposals” or “ Responses”) from qualified proposers (“ Proposers”) to purchase from the City and develop .72 acre of real property as a hotel with a ground-floor restaurant/bar located at approximately 3210 South Highland Drive, Millcreek, Utah (“ Proposal”). This Request for Proposals/Bids (this “ Request”) is to set forth the minimum acceptable requirements for Responses to this request.2. Background and Detailed Description of Scope of Work. The City is a suburban/semi-urban municipality of approximately 65,000 residents (great demographic info HERE). Among a wide spectrum of residential strata, the City has a wide variety of active
commercial enterprise, including small businesses, public and private schools, Western Governor’s University, a major hospital ( St. Mark’s Hospital), clinics, libraries, and community supporting non-profit headquarters. The City desires a hotel development accompanied with a ground floor restaurant/bar in Millcreek City Center between Highland Drive and the exciting new Millcreek Common. Development plans must be complementary to the City Center plans and contribute in a significant way to the City’s economic viability. Development shall be appropriate to the adjacent mixed-use development and complement the aesthetics and vitality of the Highland Drive corridor. The property, located on approximately 0.72 acres, presents an exciting opportunity for a dynamic and upscale hospitality establishment. The following minimum acceptable requirements shall be included in the proposal.3. Proposal Requirements. Two (2) written copies and an electronic copy in PDF (Portable Document Format) of the Proposal are required to be submitted to Mike Winder, Millcreek City Manager, as listed below, no later than 4:00 p.m. local time on March 4, 2024. Any response, modification, or amendment received after the due date and time is considered late. No late response, modification, or amendment will be accepted. Except for the PDF copy refenced above no electronic Responses will be accepted. Proposals must include the following elements and be signed by an authorized representative of the Proposer:3.1 Introductory Letter. An introductory letter expressing an interest in purchasing and developing the site should be included. Include an e-mail address for the primary contact of the Proposer. Explain what the Proposer plans to develop on the property, including a site map of proposed uses of the property (with at least two-color renderings) and elevations of the proposed project or similar projects. Describe the proposed restaurant use, building heights and materials, parking configurations and landscaping. 3.3 Hotel Development Conceptional Layout of a modern, aesthetically pleasing hotel compliant with Millcreek’s City Center Overlay Zone. The development should emphasize culture, art, and ideas the spark interaction between citizens. Indicate minimum number of rooms. Include:Ground Floor Restaurant/Bar. Create an innovative and inviting sit-down full service restaurant and bar concept that compliments Millcreek Common and the city’s vibe. Amenities such as fitness center, pool/spa , parking mobility and EV stalls, and small conference facilities (NOTE: Millcreek City Hall’s top floor reception center space The Grandview has banquet space for 240 persons and conference space for 500 persons, so the City would prefer that the hotel NOT install competing large spaces and invites future hotel users to rent space at The Grandview instead.)Incorporate sustainable practices in design, construction, and daily operations. Site Features. Optimize the use of the 0.72 acre space for landscaping, including functional landscaping with outdoor seating and pedestrian friendly areas. In addition to meeting the City Center Overlay Zone design standards, incorporate Millcreek’s preferred materials palette and explore alternative placemaking ideas that represent the City in ways that are distinctive from other cities and unique to Millcreek. Connectivity. Create and emphasize walkability that connects citizens to surrounding opportunities. Explore design features that create a seamless connection between hotel and the Millcreek Common. Propose initiatives that contribute positively to the local community and foster a sense of community. 3.4 Hotel Development Experience. City is especially interested in Proposer’s recommendations for the best market fit for the hotel/restaurant uses and Proposer’s wherewithal to execute on their proposal; inclusive of the following:Past hotel projects on which the Proposer has worked.Brands and flags the Proposers recommends for this site and why.Explanation of Proposer’s plan to attract said brands/flags.3.5 Price. Proposer shall include whether they would prefer to pay the $3,000,000 for the property as is (City’s first choice), or to enter into a long-term ground lease with the City (also an option). If preference is for a ground lease, Proposer shall suggest what terms they believe would make the project work for both the City and the Proposer.3.6 Qualifications and References. Introduce the proposing team and their qualifications. Describe in detail the Proposer’s experience in developing similar projects. Include the name, address, and contact person of government or private agencies with which the Proposer has provided a similar service. The City may contact such references and do its own investigations and depending on the result of the investigation may result in disqualification based on the City sole and absolute discretion. 3.7 Timeline. Describe, in detail, the timeline for delivery of the Scope of Work. It is anticipated that construction on the site would commence spring 2026. 4.0 Identification of Anticipated Potential Problems. Proposals should identify and describe any potential problems with respect to providing the Scope of Work.5. Evaluation Criteria and Scoring Process. All Proposals received will be reviewed by the Evaluation Committee. Each evaluation criterion has been given a percentage based on its relative value. The criteria and each associated percentage are as follows:Site Maps and Proposed Property Use (15%)Hotel Development Conceptional Layout (20%)Hotel Development Experience (20%)Price (25%)Qualifications and References (15%)Timeline (5%)6. Selection. The Millcreek City Manager will select the Evaluation Committee. This committee will score the proposals and make recommendation to the Millcreek City Council. The City Council will make the final decision on any binding action items. 7. General Information. City reserves the right to reject any and all Responses. The City reserves the right to amend, modify or waive any requirement set forth in this Request. Response to this Request is at the Proposer’s sole risk and expense. All Proposers must comply with applicable federal, state, and local laws and regulations. Except for written responses provided by the contact person described below, the City has not authorized anyone to make any representations regarding the subject matter of this Request. The City anticipates selecting one of the responding Proposers, but there is no guarantee that any responding Proposer will be selected. Responses will be placed in the public domain and become public records subject to examination and review by any interested parties in accordance with the Government Record Access Management Act (Utah Code Ann. § 63G-2-101, et seq.). All materials submitted in response to this Request will become the property of the City and will be managed in accordance with the Government Record Access Management Act.8. Terms of Contract. The successful Proposer will be required to enter into a contract with the City to complete the transaction described herein. If the selected Proposer and the City Attorney are unable to negotiate an acceptable agreement, then another Proposer(s) will be selected by the City Manager, or his designee, and negotiation will continue with such other Proposer(s) until an acceptable agreement is completed.9.
