Provide a brief justification for the selected vendor to supplement the response in Part Il. ReferencetheRFP\nnumber, if applicable.\n\nPreble Street was established in 1996 to provide low-barrier day shelter and services to youth experiencing\nhomelessness in a setting separate from adults. In the ensuing 25 years, Teen Services has grown to include the largest\nlicensed youth shelter in the state, an outreach program, and a transitional living program. Preble Street Teen Center\nand Teen Shelter are located directly across the street from each other and collectively provide 24 hour/365-day\nservices for YYA experiencing homelessness. A dditionally, PSTS runs a scattered-site Transitional Living Program,\nFirst Place that provides master leasing, tiered rental reimbursement, and intensive case management for youth exiting\nhomelessness. Preble Street has the experience, expertise, and capacity to carry out the needs of the department and is\nthe only provider located in juvenile region 1, that is willing to take justice involved youth, that provides a master\nleasing/scattered site apartment setting with intensive case management.\n\n3. Explain how the negotiated costs or rates are fair and reasonable; or how the funding was allocated to grantee.\n\nIn order to support current full capacity staffing plan, budgeted expenses, and to continue to run the program as is,\nPreble Street is in need of the current cost of $218,000.00 for FY 25. A full budget will be included with the contract\nsubmission. The department deems this fair and reasonable.\n\n4. Describe the plan for future competition for the goods or services.\n\nAtthistime, Preble Street is the only provider willing to service justice involved youth, in a master lease/scattered site\napartment setting in juvenile region one.
