information on digital platform for booking Hotels for DCHS clients in a private and confidential manner. Information gathered as a result of this Request for Information (RFI) may assist the County in the development of any potential solicitation(s) and provide the County knowledge of available services or products in the marketplace. This RFI is an inquiry only. Responding to this RFI is voluntary and will in no way affect consideration or evaluation of any proposal submitted in response to a subsequent solicitation. No monetary exchange or contract will result from this RFI. BACKGROUND AND POTENTIAL SCOPE OF PROJECT DCHS, through the Domestic and Sexual Violence Coordination Office (DSVCO) regularly provides safe and secure temporary housing options for survivors. This housing comes in a variety of forms, including the use of local hotel and motel rooms for clients. The process of identifying safe spaces for clients is currently done as needed at any number of local area businesses. This can be a time consuming process to identify the hotel with availability, make special accommodations for clients, and process payments in accordance to County rules. DCHS is looking for a centralized process to find open rooms, ensure client privacy and safety, consolidate payments to a single vendor, and reduce the administrative work involved with supporting clients. This project would initially serve the DSVCO, but additional departments within the County are interested in a similar solution. DCHS seeks information from potential suppliers that can provide hotel booking throughout Multnomah County. REQUIREMENTS Any process for securing safe hotel or motel rooms for clients must include:  No ID requirements for check-in  No Credit Card requirements for client  Use of aliases or other privacy measures for client  Options for including pets or other special requests  Ensure client privacy and security  24/7 support and customer service  Immediate booking and availability of rooms  Consolidated payments QUESTIONS FOR RESPONDENTS 1. Describe how your agency protects the identity and personal information of clients. 2. Please describe innovations from your agency that simplify and consolidate the booking process for Government agencies. 3. Provide information on the number of hotels in the network, and rooms available. Ability to accommodate special requests like pets, secure check-in, long-term stays, or other supports. 4. Describe the payment process, including any administrative rates for your agency. 5. Describe the user authentication process, secure log-in, and client information security. SUBMISSION INSTRUCTIONS Response must be submitted electronically through this Sourcing Event. Please upload the proposal to Question 2.1. Description CONFIDENTIALITY Multnomah County is required to disclose non-exempt public documents pursuant to ORS 192.410-192.505). ORS 192.502(4) exempts the County from disclosing information submitted in response to a solicitation where the information is such that it “should reasonably be considered confidential.” A respondent who determines that information within a response meets the statutory requirement and desires that such information remain confidential shall mark the bottom of the pages containing such information with the word “CONFIDENTIAL.” If a respondent marks every page of a response as “CONFIDENTIAL”, the statutory requirement is not met; any response so marked will not be deemed to have been submitted in confidence, and upon request, the entire response will be disclosed. The County will keep properly marked information confidential unless ordered to release the information and materials by the District Attorney pursuant to ORS 192.460. IMPORTANT: Suppliers who do not currently have access to the Multco Marketplace Supplier Portal will need to complete the "MMP Supplier Access Request Form".
