                                                                   REQUEST FOR INFORMATION (RFI)                                               Neuro-Muscular Incapacitation Projectile Deploying Devices/                                                   Electronic Control Weapons (ECWs)/Body Worn Camera                                                                          Federal Bureau of PrisonsINTRODUCTIONThe Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). The Bureau consists of one hundred twenty-two (122) institutions, six (6) regional offices, the headquarters office in Washington, D.C., two (2) staff training centers, and twenty-six (26) residential reentry management offices located throughout the continental United States, Hawaii, and Puerto Rico. It is responsible for the custody and care of approximately 200,000 federal offenders. Approximately 81 percent of these inmates are confined in Bureau-operated correctional facilities or
detention centers. The remaining offenders are confined through agreements with state and local governments or through contracts with privately-operated community corrections centers, detention centers, prisons, and juvenile facilities.GENERAL INFORMATIONThe Federal Bureau of Prisons is conducting market research to gain a greater understanding of the full range of available options for industry’s ability to provide BOP with suitable Neuro-Muscular Incapacitation Projectile Deploying Devices or Electronic Control Weapons (ECWs), Body Worn Recording Devices and accessories that meet the government’s preliminary requirements. This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 – Market Research. This RFI’s purpose is to obtain market information on viable sources of supply, industry practices, answers to specific questions, and industry comments. All RFI submissions become Government property and will not be returned.THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Bureau is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on Beta Sam http://www.betasam.gov. It is the responsibility of the potential offeror to monitor these sites for additional information pertaining to this requirement.DESCRIPTIONThis RFI is issued solely to obtain price (cost estimate), delivery, other market information, or   capabilities for planning purposes.  Responses to the RFI are not offers and cannot be accepted  by the Government to form a binding contract. The goal of this Request for Information (RFI) is to gather information regarding the following:The device should be capable of carriage in a belt mounted holster and deployment in one hand and should not be designed to be shouldered. It should also incorporate sights for precise aiming of projectiles. If not, what NAICS code do you use? If not, please identify the items that you are NOT able to provide.Does your organization offer the devices and accessories with a warranty? If yes, please provide warranty length, and coverage of warranty.Is your organization (or the manufacturer) ISO certified? If so, to what standard?Provide a synopsis of current Quality Control process related to the Neuro- Muscular Incapacitation Projectile Deploying Devices.Provide a synopsis of current Quality Control process related to the training and operational projectiles/magazines, batteries, and related accessories.Does the manufacturing process allow projectiles/magazines to be identified by a specific lot number, allowing recalls or recognition of lot defects?What features are provided that would relate the deployment of a device to a specific user or purchasing locationWhat software and data storage capabilities is your company able to provide?Provide your total manufacturing capacity for Neuro-Muscular Incapacitation Projectile Deploying Devices on a quarterly basis.Provide your total manufacturing capacity for training and operational projectiles/magazines, batteries, and related accessories on a quarterly basis.What is your surge capacity for projectiles/magazines, batteries and related accessories devoted to this contract on a quarterly basis?What is the normal lead-time for delivery of Neuro-Muscular Incapacitation Projectile Deploying Devices once an order is received?What is the normal lead-time for delivery of training and operational projectiles/magazines, batteries, and related accessories once an order is received?Has independent human effects testing been conducted on your device? If so, how many projectiles can be deployed before reloading?Do you manufacture or distribute cartridges and related accessories that are compatible with, and capable of being deployed?Does your device work in conjunction with a body worn camera/recording device?Does you recording device/body worn camera automatically begin recording when a projectile is deployed?Can video from the recording device/body worn camera be downloaded to a computer and viewed?Do you have any additional information, concerns, or questions related to this Request for Information?DISCLAIMERThe BOP may continue conducting market research by scheduling an onsite, follow-up demonstration at the BOP’s headquarters located in Washington D.C. of proposed solutions by select vendors to provide more detailed information and display functionality and/or methodology. If web/virtual conferencing is used for a remote demonstration, the following solutions would be supported: Cisco WebEx, Citrix GoToMeeting, Adobe Connect, or Microsoft Teams and the vendor should account for at least ten (10) possible connections. Please include specification sheets and product literature in the responsive materials. Interested parties shall not be reimbursed for any costs related to the development and submission of information in response to this RFI.Please be advised that providing responses to the RFI will not automatically include the vendor in acquisition planning. Information provided by responsive vendors will be used to further refine the BOP’s specifications for any eventual solicitation for such tools and services.This RFI is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This RFI does not commit the Government to contract for any supply or service whatsoever.Further, the BOP is not, at this time, seeking proposals and will not accept unsolicited proposals. A response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. Responses to this RFI will not be returned. All information received will be for internal use within the BOP and will not be published. If for some reason, the responses are requested by outside parties (i.e. FOIA request), the information is not protected as source selection information (FAR 2.101 and 3.104).
