Request for Lease Proposal (RFLP)

Department of the Air Force (the “Government”) is issuing this “draft”, Request for Lease Proposal (the “RFLP”) to solicit proposals from entities (“Offeror(s)”) interested in entering into a long-term ground lease (the “Lease”) to lease all or a portion of that certain real property located at JB MDL, (the “Installation/Property(s)”), which is an active military installation located in several municipalities in Burlington County and Ocean County, New Jersey. The parcels proposed comprised of approximately 169 acres of land (the “Property”) located in Plumstead Township and Manchester Township respectively; from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating energy-related improvements such as a natural gas plant, solar and/or commercial mixed-use developments; upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”). In accordance with and subject to the terms, requirements, and conditions of this RFLP, the Government will evaluate all proposals received to select “one or more” Offeror(s) as “Potential Lessee(s)” with whom to enter into lease negotiations.
