Railroad St. (physical address) • Eagle River, WI 54521 715-479-4641 • Fax: 715-479-9162 • vchwy@vilascountywi.govwww.vilascountywi.gov Tandem Axle Truck Chassis RFP November 27, 2023 Sealed proposals will be accepted by the Vilas County Highway Department up to 9:00 a.m. Tuesday, December 19, 2023 at the office of the Vilas County Highway Commissioner, 2104 North Railroad Street, Eagle River, WI 54521 for purchase and delivery of one (1) Tandem Axle Truck Chassis. Chassis will be upfitted with snowplow and deicing equipment. Sealed proposals will be opened publicly and read aloud at the Highway Committee Meeting on Tuesday, December 19, 2023 at 9:00 AM at the Vilas County Highway Department. “Minimum Specifications/Questionnaire Proposal Form” is enclosed. All exceptions to the specifications
must be noted in the areas provided. Base equipment and all option prices must be written in the spaces provided. Descriptive literature and comprehensive warranty statements shall be included and shall be considered part of the quotation. More than one proposal may be submitted. Separate proposal forms shall be used for each model proposed. These specifications are meant to provide a minimum performance and quality standard acceptable to the County. The Highway Commissioner reserves the right to reject any or all proposals, or to accept any proposal, which may be most advantageous to Vilas County. Most advantageous includes a performance comparison of the equipment with any like or similar type of equipment; a comparison of the manufacturer’s and/or dealer’s ability and reputation to promptly deliver repair parts, service, and/or equipment in the event of an equipment failure. Proposal envelopes must be sealed and marked “Tandem Axle Truck Chassis” and include the “Minimum Specifications/Questionnaire Proposal Form”. Questions on the above equipment should be addressed to Rich Halvorsen, Shop Supervisor, rihalv@vilascountywi.gov or Troy Schalinske, Hwy Commissioner, trscha@vilascountywi.gov, Vilas County Highway Department, 2104 North Railroad Street, Eagle River, WI 54521 Page | 2 SPECIFICATIONS AND PROPOSAL FORM FOR FURNISHING CHASSIS INSTRUCTIONS TO QUOTERS Proposals will be received by the Vilas County Highway Department for the furnishing and installation of the following pieces of equipment: One (1) Tandem Axle Chassis CHASSIS DELIVERY - Delivery of the Chassis shall be FOB to the Vilas County Highway Garage, Eagle River, WI. Delivery charges if any shall be included in the price shown on the quotation form. A delivery date shall be given in the appropriate blank in the quotation form. GENERAL - Quoters are encouraged to submit multiple proposals on an item, if they have more than one model, which will satisfy the specification. The Department will consider any proposal entered. Proposals may be awarded individually or lot total. The selection process will include consideration of price and valuation of trade, adherence to specifications, warranty package, references, inspection of pieces of equipment, maintenance and service prospects, meeting requirements for intended use and delivery time. Low proposal price will not be the limiting factor to award. FORM OF QUOTE - The quoter must submit his proposal on the form furnished and here unto attached. All writing shall be done in ink. REQUIREMENTS FOR SIGNING PROPOSAL - The full name and business address of each quoter must be entered in any and all proposals submitted. Each proposal shall be signed in the space provided therefore by written signature of the person or persons properly authorized to sign it. SUBMISSION OF PROPOSAL - The proposal shall be placed in an envelope or separate envelopes, which shall be sealed. On the envelope or envelopes shall be plainly written "Tandem Axle Truck Chassis” Such envelopes shall be addressed and delivered to the Office of the Vilas County Highway Commissioner, P. O. Box 1568, 2104 North Railroad Street Eagle River, WI 54521, before the time specified in the official notice for opening proposals. WITHDRAWAL OF PROPOSALS - Any quoter may withdraw his proposal at any time prior to the scheduled time for the receipt of proposals provided the request is communicated to the Highway Commissioners Office before the time set for opening proposals. REJECTION OF PROPOSALS - The Vilas County Highway Department reserves the right to reject any and all proposals or to accept any proposal deemed for the best interest of the Highway Department and waive any formalities or irregularities in the proposal. TIME - All proposals must be submitted to the Office of the Highway Commissioner by 9:00 AM, December 19, 2023. The Department will consider and award proposals in a timely manner, not to exceed 30 days from date of opening. TRADE-IN INSPECTIONS - Inspection of the trade-in equipment (if any) can be made by appointment anytime at the County Highway Department's Eagle River Shop located at 2104 North Railroad Street in Eagle River, WI 54521. MANUFACTURER'S SPECIFICATIONS - Each proposal shall be accompanied by manufacturer's specifications and literature on the model being proposed. PURCHASE PRICE - Each quoter shall give an outright purchase price and a trade-in allowance in the appropriate blanks (if applicable). The Vilas County Highway Department will be considering quotes with a trade-in and without, (if applicable) so the purchase price given should be an outright price with discounts calculated in. REPAIR MANUAL / DIAGRAMS – All equipment shall come with a repair / installation manual and parts diagram / list, both electronic and paper formats. PENALTY – Vilas County will impose a $100 per calendar day penalty for every day past the guaranteed delivery date. Any penalty amount will be subtracted from the final payment upon complete delivery. Delivery date will be a considered factor in the awarded proposal as well as price. To comply with advertisement for bids, the following general specifications are to be adhered to: The equipment must be NEW, the latest type and model manufactured, and must equal or exceed the following specification requirements. Bidder should order truck from factory with placement; where possible; of exhaust, fuel tank, battery box, air tanks, air drier, etc. to accommodate the installation of the hydraulic reservoir, dump body, turnable underbody scraper, front plow, and rear wing. Any additional alterations required on the truck to mount and/or relocate any of these items will be at Truck Dealer’s expense (unless the commissioner or shop supervisor deem otherwise). Clearance specifications for these items are listed in this bid form.
