This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12 & 13.5, as supplemented with additional information included in this notice.  Proposals are being requested. This is a Request for Proposal (RFP) and the solicitation document and incorporated provisions and clauses are those in effect through (FAC) 2020-07_3.  The solicitation number associated with this combined Synopsis/Solicitation is #15A00021R00000009.ATF intends to award multiple Blanket Purchase Agreements (BPA) for Contract Specialist as follows:* Explosives Specialist (Law Enforcement/Industry Operations Instructor)* Fire and Arson Specialist (Law Enforcement Instructor/Program Technical Specialist)* Exercise Support Specialist (Raven’s Challenge)* Technical Operations Specialist (Raven’s Challenge)The BPA will be covering a five-year period that will be available for placing BPA Calls for services at different ATF locations throughout the Country to include but
not limited to just the ATF National Center for Explosives Training and Research (NCETR) Huntsville, AL, the ATF National Academy in Glynco, GA and the ATF Fire Academy at Emmitsburg, MD .Offeror Representations and Certifications – Commercial Items applies to this acquisition. Prospective vendors must be actively registered with the System for Awards Management (SAM) website at http://www.beta.sam.gov. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition.  The offeror must have a current profile in the Online Representations and Certifications (http://orca.bpn.gov) prior to award. The above referenced FAR clauses and provisions may be accessed via the World Wide Web at www.aquisitions.gov/far.Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and services and thus eliminate the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All BPA Calls must be acknowledged by the selected vendor/instructor in order to be retained on the ATF BPA calling list.The purpose of this amendment for Solicitation 15A00021R00000009 is to state the Opening and Closing dates and the Time due for Proposals for Year 1 through 5:Year (1) November 16, 2020 through December 7, 2020 Time Proposals are due 5:00pm ESTYear (2) October 15, 2021 through October 30, 2021 Time Proposals are due 5:00pm ESTYear (3) October 15, 2022 through October 30, 2022 Time Proposals are due 5:00pm ESTYear (4) October 15, 2023 through October 30, 2023 Time Proposals are due 5:00pm ESTYear (5) October 15, 2024 through October 30, 2024 Time Proposals are due 5:00pm ESTNOTE: Proposal or request for a BPA that are received by ATF outside the above-listed formal solicitation periods cannot be retained and considered, unless otherwise noted in the solicitation announcement.
