Non-lethal training munitions

Opportunity Summary
The purpose of this solicitation is to establish a price agreement for purchasing non-lethal equipment and munitions. The price agreement will be for the use of the Oregon State Police. It will be an initial two year price agreement extendable for four additional years. See Section 2.1.1. of the attached Sample Price Agreement for allowed price increase language.

A price agreement contract will be offered to the company "whose quote will best serve the interests of the contracting agency, taking into account price as well as considerations including, but not limited to, experience, expertise, product functionality, suitability for a particular purpose and contractor responsibility under ORS 279B.110" (ORS 279B.070). By submitting a quote, you agree to the terms of the attached Sample Price Agreement. Any exceptions to the terms must be requested prior to the closing date and time.

"OR EQUAL": Any brand name listed in the specifications as "or equal" or "or equivalent" shall establish the minimum requirements for quality, utility, durability, function, purpose, etc. Other product brands may be offered that are equal to or better than the product brand name. Quote may show cost differences, alternates and options. This clause is not meant to be restrictive, but to set the minimum standard. AGENCY SHALL DETERMINE, IN ITS SOLE DISCRETION, WHETHER A PRODUCT OFFERED IS "EQUIVALENT." When the designation is "or equal" or "equivalent" Agency shall make its decision after the closing date. Offerors are encouraged to provide complete information about an alternative product, and OSP reserves the right to request additional information for any alternative brand to make sure it meets the needs of the Agency.

Submit a listing of all proposed equipment, gear, munitions, and consumables. This list should include part #s and pricing for all items, and detailed freight charge schedule for delivery to Salem, OR 97317. This listing is intended to be inserted as Exhibit A of the attached Sample Price Agreement.
