The Agency has determined that it is in the best interest of the City to utilize the Competitive Sealed Proposal method to achieve the best overall value among other criteria specified in the RFP. The ACCO has determined that it is not practicable or advantageous to the City to use Competitive Sealed Bidding, Competitive Sealed Proposal (RFP) is the recommended procurement route. This would accommodate what the Department is looking to achieve.
