The U.S. Department of Education (ED) is seeking prototypes for a redesign of ED.gov, the Department’s homepage. We will be using a Challenge-Based Acquisition approach to solicit strong entries from businesses, non-profit organizations, academia, entrepreneurs, and anyone with proven expertise in web design. As a result, ED has posted a solicitation on Challenge.gov, the official hub for prize competitions across the federal government.The goal is to improve the overall quality of the design, navigation, interactivity, and presentation of ED.gov. Users of ED.gov include educators, administrators, state and local officials, non-profit stakeholders, parents, students, and the general public. The winning proposal(s) will incorporate accessible content for desktop, mobile, and tablet users; integrated social media, RSS feeds, and subscription services; an elegant, clean, user-centered look and feel; strong, consistent ED branding on the homepage, and throughout the entire site; new
and innovative tools that enhance user experience; and engaging and easy-to-navigate pages.In redesigning ED.gov, Challenge participants should focus on six key templates, including the: 1) Homepage; 2) Program office page; 3) Informational page; 4) Grant page; 5) Contact page; and 6) News page. The design must use ED’s existing color scheme and its seal and comply with all federal accessibility standards.This Challenge is a form of market research. Ultimately, the information received in the Challenge submissions will be used to inform the requirements development for a future acquisition to rebuild ED.gov. ED has determined that the use of a Challenge is the best course of action for undertaking market research to identify emerging technologies that have the potential to provide non-traditional solutions. To incentivize participation, ED is offering a total prize of up to $50,000.00 that may be divided among multiple winners. Firms submitting highly-rated proposals may also be invited to present their submissions to a panel of experts at the Department in Washington, DC. Designers will have the opportunity to compete for the concept implementation contract. Submissions are due by June 15, 2020.
