The California Department of Corrections and Rehabilitation (CDCR) is committed to providing rehabilitative and treatment services to youth assigned to Pine Grove Youth Conservation Camp (PGYCC) in the State of California in an environment where youth can grow, change, and eventually return safely to the community.

PGYCC is seeking to implement a Therapeutic Community (TC) program which engages the youth in a rigorous restorative justice component and Re-Entry/Transitional Planning for their eventual return to the community. The program shall utilize evidence-based curriculum and intervention strategies. Faith-based curriculum shall not be utilized in delivering program services.   The primary goal of the program is to help youth develop and access the necessary skills, tools and resources to successfully transition back into the community. In addition, where appropriate, there should be a restorative justice component to involve youth and their victims in guided and healthy discussions that focus on accountability, victim restoration and community restoration. For the purposes of this RFP, CDCR is defining a TC as a group of youth who receive immersive treatment that learn and grow together, through group and individual therapeutic work, to desist from criminal behavior and become thriving and engaged members of their communities.
To facilitate such a community, PGYCC is requesting proposals that address five major needs, utilizing best practices from evidence-based interventions:

1) Establishing a therapeutic community
2) Restorative Justice
3) Violence Interruption
4) Substance Abuse counseling
5) Re-entry and transitional planning.

The Contractor, with oversight by CDCR, shall provide various individual and group treatment intervention and Re-Entry services for up to one-hundred (100) youth at PGYCC, located in Amador
