Sources Sought AnnouncementHQ0516-FY-18-0001 Agency/Office:Defense Media ActivityLocation:DMA Acquisition and Procurement CATitle: CF Entertainment - Television ProgrammingINTRODUCTION:This is a Sources Sought to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.Description(s):The objective of this requirement is to acquire the broadcast distribution rights for television programming rights for AFN outlets overseas that is limited to such rights as CF Entertainment may actually have upon the date a request for permission to record and/or distribute such program is granted. This purchase of the programming is to enable the American Forces Network - Broadcast Center (AFN-BC) to support the American Forces Network (AFN) mission. AFN currently
support troops around the world and afloat. CF Entertainment brand name products include programming that CF Entertainment has sole proprietary ownership.The Defense Media Activity (DMA) is seeking authorized sources to acquire a follow on licensing and support agreement for the CF Entertainment service and support licenses to deliver AP audio and images via Satellite, over the air radio and geo-locked radio streaming services to the DoD audience service overseas in support of The American Forces Network (AFN) is chartered with providing news and entertainment to both the primary AFN audience of DoD personnel stationed overseas, DoD civilian employees and their family members. It is also required to ensure the accomplishment of the AFN mission to effectively communicate command information to DoD personnel stationed overseas, DoD civilian employees and their family members, while simultaneously providing the level of entertainment needed to make a positive impact on their morale. It will provide the most efficient and furthest reach to ensure effective communication of information messages inserted within the programs as spot announcements in support of DoD internal information themes, goals and objectives. CLIN 0001 (Base Period): TELEVISION PROGRAMMING - FFPThe contractor shall provide administrative effort required to broadcast rights of CF Entertainment programming for the American Forces Network Broadcast Center to reproduce and distribute television programming, and provide AFN-BC digital file transfers, satellite feeds, or hard media copies of authorized programs produced by CF Entertainment. AFN will distribute the programming by encrypted, digitally compressed satellite transmission system (currently Cisco's PowerVu Plus (MPEG-4)) and/or by mail to authorized AFN television outlets outside the contiguous United States for their non-commercial distribution/presentation via television broadcast frequencies, encrypted, digitally compressed satellite transmission, and/or limited closed-circuit distribution systems.License Period: February I, 2018 through January 31, 2019.CLIN 0002 (Option Year l}: TELEVISION PROGRAMMING - FFPThe contractor shall provide administrative effort required to broadcast rights of CF Entertainment programming for the American Forces Network Broadcast Center to reproduce and distribute television programming, and provide AFN-BC digital file transfers, satellite feeds, or hard media copies of authorized programs produced by CF Entertainment.
