PUBLIC NOTICE The City of Raleigh will accept proposals until August 31, 2021 for organizations wishing to participate in the Employee’s Charitable Contributions Campaign for 2021-2022. Only federations of voluntary charitable organizations meeting established criteria are eligible for consideration. A listing of criteria is below. Only complete proposals, providing all information necessary to determine eligibility, will be considered. Proposals should be submitted to: Jeanne Bray Jeanne.Bray@raleighnc.gov Human Resources Department City of Raleigh PO Box 590 Raleigh, NC 27602 City of Raleigh Combined Campaign CRITERIA FOR PARTICIPATING CHARITABLE ORGANIZATIONS In order to be designated as a participating organization in the employee's charitable contributions campaign an organization shall demonstrate that it meets the following criteria: 1. An eligible organization must be a federation. A federation is defined as a
group of ten or more voluntary charitable organizations which have voluntarily joined together for purposes of raising and distributing money for and among themselves and where membership does not confer operating authority and control of the individual agencies upon the federation. 2. The federation certifies that it and each of its member agencies meet the following criteria: A. Is a qualified organization that has provided benefits or services to citizens of Raleigh or Wake County for 2 years. B. Is a non-profit tax-exempt charitable organization that holds and maintains a currently valid designation by the Internal Revenue Service (IRS) as a 501 (c) (3) organization and is eligible to receive tax-deductible contributions under Section 170 of the Internal Revenue Code and any relevant laws of the State of North Carolina. C. Is licensed to solicit funds in North Carolina. D. Is directed by an active Board of Directors whose members serve without compensation. E. Prepares and makes available to the public, an annual financial report including an IRS Form 990. Organizations with annual budgets greater than $100,000 shall have an audited financial statement prepared by an independent Certified Public Accountant. F. Has fundraising and administrative expenses that are 25% or less of total revenue. G. Has a policy of non-discrimination on the basis of race, color, creed, sex, age, national origin, disability, or sexual orientation for clients, employees, and members. H. Must certify that all publicity and promotional activities are truthful and non- deceptive. I. Must permit no payments of commissions, kickbacks, finders fees, percentage, bonuses, or overrides for fundraising, and permit no paid solicitations of the public.
