Iowa City Community School District 1.02 AND THE ARCHITECT (HEREINAFTER REFERRED TO AS ARCHITECT ): A. OPN Architects, Inc. B. 24-1/2 South Clinton Street, Suite 1, Iowa City, Iowa 52240 1.03 TO: POTENTIAL BIDDERS A. On behalf of the Iowa City Community School District, sealed bids will be recieved at the Iowa City Community School District Physical Plant, 1137 South Riverside Drive, Iowa City, IA 52246, until 2:00 p.m. local time on April 8, 2024. LUCAS ELEMENTARY SCHOOL GYM ADDITION IOWA CITY, IOWA PROJECT NUMBER: 23410000 B. Bids will be opened and read aloud at approximately 2:01 p.m. local time on April 8, 2024, at the Iowa City Community School District Physical Plant Conference Center, 1137 South Riverside Drive, Iowa City, IA 52246. C. The bids are for a single Prime
Contract for construction of a new gym, classroom and associated support spaces at an existing elementary school. Bids shall be on a lump sum basis; segregated sub-bids will not be accepted. D. Awards of Contract is anticipated to commence on or about April 23, 2024. Procurement and limited site mobilization work may begin immediately following execution of the agreement. Major work on site may start on June 10, 2024 and is scheduled to be substantially completed by August 1, 2025, in one phase as shown on the Contract Documents. E. A pre-bid conference is scheduled for March 25, 2024, at 3: 15 p.m. at Lucas Elementary School, 830 Southlawn Drive, Iowa City, IA 52245. F. A public hearing will be conducted at a meeting to be held at Iowa City Community School District Educational Services Center Board Room, 1725 North Dodge Street, Iowa City, IA 52245, at 6:00pm., on the 26th day of March 2024, at which time and place any person may appear and file objections to the proposed plans, specifications, form of contract, and the estimated cost of said project. G. Bidders and Sub-bidders requiring interpretation of the bidding documents or substitution requests are required to make a written request to the Architect by 5:00 p.m. local time seven calendar days prior to the date for receipt of Bids. Clarifications or modifications of the Bid Documents will be addressed via Addendum by 5:00 p.m. local time five calendar days prior to the date for receipt of Bids. 1. The deposit will be refunded to Bidders who return the Bidding Documents in good condition within fourteen days after award of project. Bid security in the amount of 5% of the total bid in the form of certified check, credit union share draft, or surety bond written on an original AIA Document A310, Bid Bond, is required for this project at the time of Bid. The successful bidder will be required to provide surety Performance and Payment Bonds in an amount equal to one hundred percent (100%) of the Contract Sum. L. Interested bidders shall submit a completed Bidder's Status Form (See Section 00 60 00 - Project Forms for a copy of this form) at the time of Bid. M. Nonresident bidders shall comply with Iowa Code Section 73A.21, subsection 4. N. In accordance with, Chapter 73A, Code of Iowa, when a contract for a public improvement is to be awarded to the lowest responsible bidder, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. In accordance with Chapter 156, Iowa Administrative Code the public body shall request a statement from each bidder regarding the bidder's resident status. The statement shall be on the form designated by the commissioner. The statement shall require the bidder to certify whether the bidder is a resident bidder or a nonresident bidder. In the case of a resident bidder, the statement shall require the resident bidder to identify each office at which the resident bidder has conducted business in the state during the previous three years and the dates on which the resident bidder conducted business at each office. In the case of a nonresident bidder, the statement shall require the nonresident bidder to identify the nonresident bidder's home state or foreign country as reported to the Iowa secretary of state, to identify each preference offered by the nonresident bidder's home state or foreign country, and to certify that, except as set forth on the form, there are no other preferences offered by the nonresident bidder's home state or foreign country. 0. The award of the contract may be made by the Iowa City Community School District to any responsible bidder or bidders offering suitable supplies, equipment and/or service at the lowest price taking into consideration the quality of materials or service in the best interest of the Owner. The right is reserved to reject any and all bids, or any part thereof, and to waive informalities, and to enter into such contract or contracts as shall be deemed in the best interest of the Owner.
