Contractor Owned Contractor Operated Storage Service facility in the Bremen, GA area

Defense Logistics Agency (DLA) Energy seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide Contractor-Owned Contractor-Operated (COCO) fuel services within the area of Bremen, Georgia. A minimum of two tanks interconnected to provide the capability of transfer of product between tanks. Each storage tank will be equipped with fuel/water separation system for collection of all product or water dispensed from its bottom water drain(s). All storage must be available and operational at a single location upon award. The U.S. Government anctipates issuing a solicitation for the award of a firm-fixed price contract. The contract period of performance will be for a four-year base period from October 01, 2023- September 30, 2027 with one five-year option from October 01, 2027- September 30, 2032, and an option to extend not to exceed (NTE) six months, from October 01, 2032-  April 01, 2033. 52.222-41 Service Contract Labor Standards. The purpose of this Sources Sought Announcement is to locate sources for the acquisition of services to receive, store, protect, and ship U.S. governement-owned commercial grade Jet A aviation turbine fuel in the Bremen, Georgia area. This notice is issued for the purpose of market research in accordance with Federal Acuqisitions Regulations (FAR Part 10). The contractor shall be completely responsible at their expense for the opeation and maintenace of the facility. This request for information (RFI) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is not a request for quote or proposal (RFP), a promise to issue a RFP or a promise by the Government to pay for information received in response to this notice or any subsequent announcement.
