THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This sources sought is for informational purposes only. It is a market research tool being used to determine potential and eligible firms capable of providing the services described herein prior to determining the method of acquisition.Contract Type – A Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated.  This requirement will be awarded based on best value trade off evaluation criteria.Period of Performance – The performance period will span five years from the date of award.  Performance is anticipated to begin on or before 30 September 2022.Personnel Security Clearance – The contractor and all personnel shall have or have the ability to obtain the proper security clearance prior to the start of the contract. A Top Secret Clearance is required.Scope –The anticipated requirement is for NSWCPD, Department 402. The Navy has a requirement for engineering and technical services the
engineering, design, fabrication, and testing of prototype equipment; integrated logistics support (ILS); Shipboard Verification Test (SVT) support; program management; financial; and administrative support associated with these functions on all HM&E Submarine Communication and Electromagnetic Systems (HM&E SCEMS). Engineering and technical services include, but are not limited to the following:System troubleshooting, maintenance, repair, and design development for modifications to incorporate upgrades, improvements, and modernization.  Design, development and integration of state of the art equipment or technical improvements related to legacy systems. This includes new installations, modernizations, and equipment refresh effortsDesign, develop and accomplish hardware processes, enhancements, and procedures related to development, testing, installation, troubleshooting, maintenance and training associated with any of the Systems and Programs as descibed. This includes new installations, modernizations, and equipment refresh efforts.Develop new innovative techniques or equipment to support In-Service Engineering Agent (ISEA) functions and system improvements are required. Engineering support will include some conceptual development of system drawings for new prototype projects. Types of conceptual drawings may include system diagrams, arrangement, schematics and sketches.Provide technical evaluation on conceptual designs, design analyses in support of all submarine HM&E systems.Perform risk assessments and engineering cost analyses. Prepare cost-benefit and return-on-investment analyses and technical reports detailing technical solution cost and technology trade-offs.Develop new innovative techniques or equipment to support ISEA functions and system improvements.Provide engineering evaluation reports on conceptual designs and design analysis.Provide design and drawing development support from engineering sketches. Drawing revisions shall be performed from redline corrections and mark-ups. Types of drawings may include system diagrams, arrangement, assembly/subassembly/piece parts, installation, outline, schematics and sketches. Support configuration changes, documentation updates and the resolution of Problem Reports and Casualty Reports (CASREPS).Provide reliability engineering for the development of reliability requirements, implementation of design for reliability processes, reliability test plan development, and test data analysis.Provide life Cycle Support, improvements to hardware/software products; support of common technologies for acquisition of hardware/software intensive systems including Navy Open Architecture; support of NAVSEA policies for acquisition of hardware/software intensive systems.Provide systems analysis support for development of planning documents and reports. Analyze and manage technical and program information.Analyze fleet usage information and item failure data to assess failure trends and identify root causes. Develop technical reports containing technical recommendations for decreasing fleet failures and increasing operational readiness.Perform technical reviews of maintenance and repair standards and provide technical reports containing technical recommendations for changes or improvements.Participation with Integrated Product Teams (IPTs) such as Hardware/Software Engineering Process Core Group, Quality Assurance and development of policy and procedures, such as in the areas of Hardware/Software Certification, Hardware/Software Assurance, and Hardware/Software Safety.Develop, implement and maintain systems engineering documents such as test plans, test procedures, project plans, interface design specifications.Maintain Failure Reporting, Analysis, and Corrective Action System (FRACAS) to assist in tracking and correct fleet failures.Perform hazard analyses to identify hazardous conditions and event sequences that could result in a mishap and propose hazard mitigations that include the derivation of new safety requirements, safety interlocks, warning devices, procedures, and training.Program management support on the systems described herein as follows:Develop or technically assess milestone criteria and provide engineering impacts assessment reports regarding established schedules.Review technical planning documents, prototype technical specifications, white papers, and schedules to identify technical risks or conflicts and provide technical impact assessments for identified risks and corrective recommendations.Develop project schedules; perform expansion/deep dives with multiple programmatic Integrated Master Schedules (IMS) to identify proper sequencing and barrier removal/ risk mitigation for critical path deliverables.Track program progress, assess future planning, and develop metrics. Conduct cross program task layering / competing priority identification.  Provide schedule risk mitigations, including sequencing and resource alignmentDevelop processes to identify and report program/project functional metrics to determine critical path progress to plan and assist in identification of risk mitigation actions to assist in maintaining project timelines.Attend monthly meetings to project, plan, and coordinate required personnel resources.  Provide meeting report outlining decisions, action items, and any potential changes in personnel resources.Logistics support on the systems described as follows:Support configuration changes, integration of new components, and updating documentation, in addition to identifying sources for material.Manage information and databases, develop and maintain files and coordinate testing, installation and training events.Design, develop, modify or review processes, procedures, documents, specifications, standards and other logistical documentation including Technical Manuals, Training Curriculum, Allowance Parts Lists (APL), Preventative Maintenance Procedures, and Engineering Operating Procedures (EOP) associated with SOW related efforts.Develop, maintain, and analyze integrated logistic support plans and summaries, technical drawings and test reports.Develop, manage, analyze, and coordinate technical Integrated Logistics Support (ILS) requirements and logistics elements processes in shipbuilding, systems development, systems production and modernization for the life cycle of the program. Conduct ILS risk assessments and develop logistics support plans and planning documentation.Develop, manage, analyze, recommend and coordinate draft maintenance plans including milestones and schedule, overall maintenance policies and procedures and maintenance concepts.Develop, manage, analyze, monitor, track and provide status of provisioning process, the development of the Consolidated Shipboard Allowance List (COSAL), and the receipt, and stowage aboard ship of repair parts, equipage, and test equipment.Develop, manage, analyze, recommend, validate and coordinate requirements to acquire, catalog, receive, store, transfer, issue and dispose of spares, repair parts, and consumable items, draft documentation for supply support effortsDevelop, manage, analyze, recommend, validate and coordinate the preservation, packaging, handling and transportation of system equipment and support items including rotatable pools and major spare equipment and provide recommendations on support equipment program plans and documents.Develop, manage, analyze, recommend, validate and coordinate risk assessments, analyses, metrics, recommendations, and documents covering ILS areas.Develop, manage, analyze, recommend, validate and coordinate training documentation (i.e. Technical manuals, Training Plans) for the Integrated Logistics Elements and other logistics disciplines.Develop, manage, analyze, monitor, track, and provide status on Enterprise Change Requests (ECRs), Engineering Changes (ECs), Field Changes (FCs), Temporary Engineering Changes (TECs), Temporary Alterations (TEMPALTS), Ship Change Documents (SCDs) as well as other applicable configuration change packages.Receive, transmit and analyze technical data in manual and electronic or integrated digital/data environment and maintain technical documentation.Perform proactive monitoring for obsolescence of system listed herein. Provide engineering solutions to obsolete equipment.The contractor shall provide prototype fabrication support on the systems described herein as follows:Provide prototype engineering analysis, design and development for new systems/components. Prototype development may include the fabrication of prototype hardware in order to proof-in the design changes in support of the tasking described herein. Prototype material may consist of mechanical hardware, electrical/electronic components.Modify system drawings, technical documentation, maintenance documentation and technical manuals for prototype/limited production procurements.Support prototype parts manufacturing to validate new designs.Develop system assembly drawings with CADD/drafting software to support design analyses and the development of prototype hardware for existing and new projects such as system diagrams, arrangement, assembly/subassembly, piece parts, installation, outline, schematics and sketches. Utilize advanced technologies including laser meteorology, virtual environments, various modeling & simulations techniques, and drawing development in 2D and 3D.Provide test site and environmental qualification support on the systems described herein as follows:Provide test site support for engineering technical tasks for the modification, troubleshooting, repair, installation, testing, development, manufacturing, and upgrading of systems.Provide expert project support for the design, fabrication, software, and analysis to satisfy unique and specialized antenna testing requirements. This includes engineering evaluations and site surveys, as well as test site installation, integration, and testing of equipment in their environment and/or in an Anechoic Chamber.Provide technical support during the design, installation and certification of hydrostatic test tank(s). Support shall include site install surveys, piping layout design, electrical support arrangements, and test site installation.The contractor shall provide Information System Security Engineer (ISSE) support systems described herein as follows:The contractor shall assist in the preparation of systems for the accreditation process by making systems compliant; to include implementation of DISA’s Security Technical Implementation Guide (STIG) and patching of system assets to current acceptable levels, researching and providing recommendations for correcting CS non-compliance findings. Tasking includes reviewing and analyzing network security requirements, network design, and software and hardware. Other tasking includes analysis to ensure security controls are implemented in compliance with CS policies and standards. The contractor shall ensure that the requirements are effectively integrated into information technology component products and information systems through purposeful security architecting, design, development, and configuration. Information system security engineers are an integral part of the development team (e.g., integrated project team) designing and developing organizational information systems or upgrading legacy systems. Information system security engineers employ best practices when implementing security controls within an information system including system/security engineering principles. System security engineers coordinate their security-related activities with information system owners, and information system security officers. Contractor shall support in each of the following areas by:The contractor shall support the A&A program for systems by ensuring accreditation and authorization packages for systems within the assigned technical department are developed, maintained, and updated prior to the operation date (minimum 5 working days) and/or expiration date (minimum 5 working days), and on a continual basis as required by the DON RMF Process Guide. Ensures hardware and software inventories are accurate and up to date in the inventory systems and RMF system of record, eMASS. Identifies the security control baseline set, and any necessary tailoring. Assists with the development, maintenance, and tracking of the system security plan and the corresponding risk assessment report (RAR). Assists with any required security testing required as part of the A&A Program or continual monitoring program including vulnerability scans utilizing ACAS, antivirus scans, and configuration compliance maintenance (e.g. STIGs). Maintains all required eMASS documents, to Plan of Actions and Milestones (POA&Ms)/ Risk Assessment Reports (RARs) and DISA Security Technical Implementation Guides (STIGs)The contractor shall perform risk assessments and document vulnerability states:As required by RMF documentation and continuous monitoring requirements, examining system services and provide guidance to users inassigned department on disabling services, reviews vulnerability findings with SMEs to determine potential impact of remediation efforts, and implements system remediation and associated test procedures based on vulnerability scan results, STIG findings, and review of system services. Based on remediation plans, applies appropriate patches to maintain ATO on a quarterly basis. Analyze and ensure ACAS vulnerability scans are accurate, credentialed, and is uploaded to the system of record currently the Vulnerability Remediation Asset Manager (VRAM).Prepares and presents accurate briefing materials to customers, government, and contractor personnel as directed to provide status, respond to inquiries, and disseminate technical information. Correspondence and briefing materials are logically structured and contain sufficient background to clearly convey their intended message. Drafts are provided for supervisory review on or before 3 working days prior to deadline.Coordinates/conducts cybersecurity vulnerability analysis and threat assessments (at least monthly) that are accurate in regards to the architecture of RDT&E IT assets/systems (per ATO) and ship platforms/systems (per ATO). Works weekly with individual system Subject Matter Experts (SME) to determine cybersecurity requirements, designs, and migration paths for assigned programs.Policies, procedures and decision-making processes center on requirements, program risk, and customer satisfaction.
