The nature of this action is to modify the firm fixed price task order HC101318F0243 from contract GS00Q17NRD4014, a General Services Administration (GSA) Complex Commercial Satellite Communications (COMSATCOM) Solutions (CS3) contract vehicle, to increase the order ceiling. The increased ceiling will allow for necessary equipment upgrades to the iDirect 8000 series modems, which, as of June 2022 are no longer in compliance with DISA Advisory Message (DAM) 21-0426. DAM 21-0426 statesthat “the iDirect hubs located at the Department of Defense Gateways are required to upgrade their hub software to release v4.4 to address cyber sec urity vulnerabilities.” Due to the urgent upgrade needs, to address cyber security vulnerabilities, it is necessary to exercise option period four to continue services with Inmarsat Government so that the upgrades can begin immediately. In order to exercise option period four, the ceiling increase is also needed due to engineering change proposals (ECPs) that were incorporated into the contract in modifications P00001 and P00008 to address an unexpected shift in mission requirements. The ECPs utilized surge via contract line item number (CLIN) 9999 to cover the increased costs through option period three. There is not currently enough surge available on contract to fully exercise option period four at this time, due to the increased costs associated with prior surge efforts that have impacted the option period. In addition, the increased ceiling accounts for the option of exercising FAR 52.217-8, should the Government need to extend the contract beyond option period
