Office of State Budget and Management-\nDisaster Recovery (\u201cOSBM-DR\u201d) issue this Request for Qualifications (\u201cRFQ\u201d) soliciting\nStatements of Qualifications (\u201cSOQs\u201d) from North Carolina licensed and qualified engineering\nfirms for a residential infrastructure project on land owned by Princeville. The RFQ seeks\nengineering and design services to: create a preliminary advance plan for the entire 88-acre site\nconsistent with Princeville\u2019s Comprehensive Plan adopted September 20, 2021; and for complete\ndesign, engineering, surveying, geotechnical assessment, and environmental permitting for a\nphase 1 residential infrastructure project for approximately ten of the 88 acres that will support at\nleast 25 residential building lots (hereinafter \u201cPhase 1 Project\u201d and both scopes of work will\ncollectively be referred as the \u201cProject\u201d). The successful firm will prepare construction and\ncontract documents, obtain all necessary permits from state and federal regulatory agencies, assist\nwith contractor procurement, and provide construction observation and contract administration.\nPrinceville may seek additional state and federal funding to design and construct infrastructure for\nthe remaining acreage; therefore, the successful firm, in addition to working on project with state\ngrant funding, shall have experience with providing engineering services for federally funded\nprojects including compliance with the National Environmental Policy Act (\u201cNEPA\u201d).\n\nResponding firms or project teams shall submit SOQs demonstrating sufficient resources,\nexpertise, experience, and qualifications to provide the necessary range of engineering and support\nservices to successfully complete the projects stated in this RFQ. There is no express or implied\nobligation for Princeville or OSBM-DR to reimburse responding firms for any expenses incurred\nin preparing an SOQ of qualifications in response to this request.\n\nBACKGROUND\n\nOn or about May 28, 2020, Princeville, located in Edgecombe County, North Carolina, purchased\nthree tracts of undeveloped farmland located near the intersection of Greenwood Boulevard and\nSouth Shiloh Farm Road, more specifically known as Tracts 1 (Parcel Identification Number (PIN)\n4748-40-4388), Tract 3 (PIN 4747-49-0259), and Tract 4 (PIN 4747-38-7652) of the Carolyn L\nPigg subdivision, totaling 88.80 acres (hereinafter the \u201c88-Acre Property\u201d). On September 20,\n2021, Princeville\u2019s Board of Commissioners adopted a town-wide comprehensive plan with\nspecial considerations for this area and planned infrastructure improvements in the area by the\nCounty\u2019s Water/Sewer District (hereinafter the \u201cComprehensive Plan\u201d with relevant excerpts are\nattached hereto as \u201cAppendix 1\u201d). In accordance with the Comprehensive Plan, Princeville\nannexed and zoned the 88-Acre Property for residential development of single-family residential\nhomes with supporting recreational and open space amenities and some limited commercial space.\nThis engineering engagement envisions developing an overall concept plan locating the desired\nmix of uses on the 88-acre Property and developing the necessary engineering plans to construct\nthe Please 1 Project.\n\nRespondents shall aff\u0131rm in their SOQs that funding for the 88-acre Concept Plan and the\ncorresponding design/engineering of the Phase 1 Project will come from a state $2.1 million grant.\n\n2\n" "The roles and responsibilities of Princeville and OSBM-DR for the Concept Plan and Phase 1\nProject are set for the in a Princeville Resolution and Project Framework approved on May 18,\n2022 (attached hereto as \u201cAppendix 2\u201d). If there is a conflict between any communication from\nPrinceville and OSBM-DR to any Respondent or the firm awarded this contract, the Project\nFramework will control the resolution of the conflict. Princeville and the firm selected for this\nengagement will enter into an agreement, and OSBM-DR will serve as Project Manager for\nPrinceville, make direct payments to the successful designer with the review and concurrence of\nPrinceville, and will oversee the successful firm\u2019s delivery ofthe Scope of Services.\n\nSCOPE OF SERVICES\n\nFirms preparing SOQs to respond to this RFQ (hereinafter referred to as a \u201cRespondent\u201d) shall\nidentify its project team from its employees and sub-consultants, engineers, professionals, and/or\nother such person or entity Respondent will need to provide the Scope of Services. Each\nRespondent shall describe its approach as to how it will deliver the project by highlighting its\nexperience in: designing infrastructure for residential subdivisions (including water, sewer,\nelectricity, communications, and stormwater infrastructure); environmental review and permitting\nincluding NEPA experience; preparing construction documents (plans and specifications),\npreparing bid documents, conducting the bid process; construction observation; contract\nadministration; working with State funded projects; and working on federally funded projects.\n\nRespondents may view evaluation criteria for RFQ reviewers in following pages. Respondents\u2019\nSOQs must include a draft project schedule laid out in weeks. Respondents shall address\ncurrent workload and staff resources devoted to the project including those of sub-consultants.\n\nThe final scope of work and accompanying price proposal shall be negotiated with Princeville and\nOSBM-DR with the most qualified, responsive firm or project team. The following is a basic, not\nall encompassing, scope of work that the Project\u2019s Engineer (i.e., successful Respondent) must\nultimately provide before the end ofthe agreed upon schedule for design and engineering.\n\nA. Design, Engineering and Surveying\n\n1. The Engineer (inclusive ofits sub-consultants, testing companies, and vendors) will review\nand confirm project scope and schedule with Town Manager, key Town staff, and OSBM\u2019s\nProject Manager.\n\n2. The Engineer will conduct all necessary site investigations (e.g., survey, topographical,\ngeotechnical, hydraulic and hydrological, wildlife, wetlands, environmental, etc.) and\nprepare necessary reports and/or specifications for permitting, design, and construction.\n\n3. The Engineer shall identify regulatory agencies requiring all necessary permits for Phase\n1 Project construction and obtain all necessary permits for operating the certain portions of\nthe completed infrastructure. The Engineer shall coordinate the design and engineering of\nthe proposed infrastructure with N.C. Department of Transportation (\u201cNCDOT\u201d) for\n\n3\n"
