statement of work describes a woody invasive (primarily bush honeysuckles and common buckthorn) control and tree planting project on four treatment areas totaling approximately 34.1 acres on US Army Corps of Engineers (COE) owned land in Winona County, MN. Services to be rendered include initial and follow-up mechanical and chemical control of established woody invasive plants and tree planting in areas treated in 2018. The contract will be awarded as a base year plus three option years.The Richmond Island restoration project covers an approximately 99 acre island on the Minnesota side of the main river channel located approximately 2 miles south of Lamoille, MN and 1 mile south of Trempealeau, WI. The island is bordered on all sides by the Mississippi River and access is only available by water. Because the island is surrounded by flowing water, ice conditions during winter make access very difficult; no treatments shall be conducted on this contract during frozen river conditions.The island encompasses SW1/4 Sec. 15, SE 1/4 Sec. 16, NE 1/4 Sec. 21 T106N R5W, W 1/2 Sec. 22 T106N R5W in Winona County, MN, with approximate coordinates of the center of the project area located at 91°24'59.0"W 43°58'22.9"N. This property is owned by the US Army Corps of Engineers (USACE) but is located within the Upper Mississippi River National Wildlife and Fish Refuge. Treatment area maps are attached. Transportation of supplies, equipment and contractor personnel shall be via workboat and/or barge from a suitable nearby landing.
