RESPONES WILL NOT BE RETURNED TO THE RSPONDER.  NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. SCOPE OF WORKThe current Building Automation System (BAS) is the CSI I/Net System which is obsolete.  The goal is to provide a new integration platform and upgrade pathway for the obsolete I/Net system.  The new integration platform will enable users to configure, program, and manage the obsolete system while seamlessly integrating new modern BACnet devices as they are added to the platform.  This will allow the obsolete system to be gradually and systematically replaced with new devices over time, while providing a single platform and user interface for all BAS devices.Integration platform shall be the Schneider Electric SmartStruxure Automation Server (AS-P) platform.  Contractor shall be a licensed partner of Schneider Electric capable of providing direct manufacturer support for the products provided.  GSA has an existing installation of the Schneider Electric SmartStruxure Workstation software application on a GSA server located remote to the work sites.  Access to this software shall be utilized to configure/program the AS-P once it has been connected to the GSA IT network.  The contractor shall not under any circumstances connect any non-GFE device or computer.ELIGIBILITYThe applicable NAICS code for this requirement is 561210 with a Small Business Size Standard of $38,500,000.  Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 11 pitch.  The deadline for response to this request is no later than 2:00 PM Central Time, July 19, 2018.  All responses under this Sources Sought Notice must be e-mailed to pam.burley@gsa.gov.This documentation must address at a minimum the following items:•1)    What type of work has your company performed in the past in support of the same or similar requirement?•2)    Can or has your company managed or been involved in a contract of this nature?  If so, please provide details•3)    Provide your company's subcontracting experience in support of the same or similar requirement.•4)    What specific technical skills does your company possess which ensure capability to perform the tasks?•5)    Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc.•6)    Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern.The estimated contract period of performance will consist of 180 days.The contract type is anticipated to be firm-fixed price.Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Pam Burley, in either Microsoft Word or Portable Document Format (PDF), via email at pam.burley@gsa.gov.All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.No phone calls accepted.All questions must be submitted to the contract specialist identified above.
