DOCUMENT 00020 April 28, 2020 ADVERTISEMENT FOR BIDS LEGAL NOTICE PART I – GENERAL City of Garden City 100 Central Avenue Garden City, Georgia 31405 PROSPERITY DRIVE WATER AND SEWER IMPROVEMENTS Sealed proposals for Prosperity Drive Water and Sewer Improvements owned by The City of Garden City, Georgia should be delivered to Ms. Aga Beck, P.E. at the offices of Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 until June 2nd, 2020 at 10:00 A.M. at which time they will be received, opened and read aloud in accordance with the procedure set forth below in Section 5b. The scope of the project shall consist of the following generally described Division I Base Bid Work and may include the following generally described Division II Alternative Additive Work, and/or the generally described Division III Alternative Additive Work. The actual scope of the project will not be determined until after the Project is bid, but before the contract documents are
executed, based on the alternative bids and the City’s priorities at such time. Division I Base Bid Work– Metering Station and Jack & Bore Under Dean Forest Road: The proposed work for Division I consists of connection to the existing City of Savannah 24-inch I&D water main, jack and bore 36” steel casing under Dean Forest Road and construction of new municipal water metering station within Prosperity Drive Right-of-way. Division II Additive Alternative Work – Water Main along Prosperity Drive to McCraney Property: The proposed work for Division II includes installation of approximately 1,800 linear feet of 18-inch water main along Prosperity Drive between new metering station and McCraney property line as indicated in the construction plans. Division III Additive Alternative Work – Water Main from Metering Station to Airport Park Drive: The proposed work for Division III includes jack and bore 30” steel casing under prosperity Drive and installation of approximately 1,000 linear feet of 16-inch water main along Dean Forest Road between Prosperity and Airport Park Drives. Plans and Specifications may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce Way, Savannah, Georgia 31405 upon payment of $250.00 (plus shipping charges as applicable). The payment is nonrefundable. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability.” Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond. Evaluation of Bids: Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. In the comparison of Bids, alternates (Divisions of work) will be applied in the same order of priority as listed in the Bid Form. To determine the Bid Prices for purposes of comparison, Owner shall announce to all bidders a “Base Bid plus Alternatives” (Divisions of work) budget after receiving all Bids, but prior to opening them. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded. After determination of the Successful Bidder based on this comparative process and on the responsiveness, responsibility, and other factors set forth in Section 00030 “Instructions to Bidders”, the award may be made to said Successful Bidder on its Base Bid and any combination of its Additive Alternative Bids for which Owner determines funds will be available through either a loan from the Georgia Environmental Finance Authority (GEFA) guaranteed by third-party developers or contractual financing commitments made to the City by such third-party developers at the time of award. In response to the Novel Coronavirus (COVID 19) pandemic, the City does not hold any in-person public meetings including construction contracts pre-bid conferences. Starting at 10:00 AM on May 18 th, 2020, the City’s elected representative will live stream the pre-bid conference via Zoom on-line meeting. All prospective bidders are encouraged to attend. The Division I and Division II of this project is STATE funded (GEFA) if the City awards one or both of these Divisions. As such, the successful low, responsive, responsible bidder must provide to the Owner written oath in accordance with O.C.G.A §36–91–21(e), certifying that the Contractor has not acted alone or otherwise to prevent or attempt to prevent competition in bidding or proposal for said project by any means whatsoever. Furthermore, the oath shall certify that the Contractor during this process of procuring said work has not prevented or endeavored to prevent anyone from making a bid or proposal by any means whatsoever, nor caused or induced another to withdraw a bid or proposal for the work. The Contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43–14–2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43–14–8.2 et seq. with reference to Utility Contractor’s Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope as provided by O.C.G.A. Section 43–14–8.2(h). Utility contracting means a proposal to perform utility work, the depth which exceeds five (5) feet, to a utility system as defined in O.C.G.A. Section 43–14– 2(17).
