Notice to Consultant Engineers Form 1-3 June 1, 2023 Page 1 of 2 NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR QUALIFICATIONS AND LETTERS OF INTEREST April 15, 2024 The Town of Collierville, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to construction of Shelby Drive from Sycamore Road to U.S. Highway 72 (S.R. 86) in Collierville. This project is funded through the Surface Transportation Block Grant (STBG) and all work performed is to be in accordance with the most current version of TDOT’s Local Government Guidelines for the Management of Federal and State Funded Transportation Projects. This project consists of the widening of the existing 2-lane rural cross section roadway to a 4-lane urban cross section including a median and bike and pedestrian facilities, approximately 4,400 linear feet in length (TDOT PIN 125568.00). The professional consultant engineering firm
must be on TDOT’s pre-approved list or have a completed pre-qualification form filed with TDOT by the deadline for the Letters of Interest. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to: Required Scope of Services  Providing Construction Engineering and Inspection (CEI) Services for the construction phase of the project in accordance with all Town of Collierville, TDOT and FHWA requirements. Services will include: project administration, construction inspections, EPSC inspections, utility coordination, QA inspections & testing, shop drawing & submittal reviews, records maintenance, project closeout and all other CEI-related services required for the project. Estimated Schedule for Performance of Work  Anticipated award of construction contract: October 2024  Anticipated duration of construction: 30 months Firms may request consideration by submitting a LOI along with qualifications to the Town of Collierville 500 Poplar View Parkway, Collierville, TN 38017 ATTN: Procurement Manager. LOI must be received by the Procurement Manager on or before 2:00:00 P.M. CST, May 1, 2024. Questions related to the LOI may be submitted to Terri Spears, Senior Procurement Specialist at (901) 457-2253. The Town is not responsible for delays occasioned by the U.S. Postal Service or any other means of delivery employed by the proposer. Similarly, the Town is not responsible for, and will not open, any LOI that are received later than the date and time stated above. The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants. The consultant selected for this project will enter into a Professional Services Agreement with the Town of Collierville that will be lump sum and paid through monthly progress payments. Phase I Evaluation For Phase I evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact.: Notice to Consultant Engineers Form 1-3 June 1, 2023 Page 2 of 2  Work experience in the required disciplines with TDOT, the Agency, and/or other clients  Specialized Expertise  Professional Licensure  Staff capabilities of prime consultant  Size of project and unlimited prequalification status From the letters of interest, the Town of Collierville will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected. Phase II Evaluation The Town of Collierville will evaluate the top 3 firms selected from Phase I on the following criteria (relative weight): a. Workload capacity; including amount of work under contract with the Town of Collierville, if applicable (20%) b. Past performance on similar projects (30%) c. Technical approach (e.g., project understanding, innovative concepts or alternatives, quality control procedures (20%) d. Staff location and capabilities of prime consultant (30%) The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.
