SCOPEThe Contractor supplies pre-configured hardware and software for each site. Equipment and services provided by the Contractor shallenable programming and maintenance of new and existing monitoring equipment. All equipment and services shall be configured bythe contractor to leverage the existing DOSAir platform and infrastructure to securely program and store, analyze, and transport sensorand monitor data. To the extent practicable, maintenance, analysis, and program management software should be able to connect tothe DoS Single Sign On capability as a Software-as-a-Service.The Contractor shall be responsible to respond to task orders for products and services during the contract period of one year, and ifexercised, for the one-year options as outlined in Section f of the Schedule.Work Requirements: The Contractor shall provide the following products and services for use at domestic and overseas locations.More information is available in Section IV, Component Specifications:-
Provide remote operations and maintenance support for more than 65 existing FEM air quality monitoring sites at U.S.embassies, consulates, and affiliates worldwide measuring particulate matter and gaseous pollutants using EPA standardsand guidelines. This support includes daily checks on the system to ensure all sites are “up” and reporting; trackingcalibration dates; major troubleshooting requirements; and monthly maintenance;- Provide pre-configured, customizable, turnkey packages for FEM monitor and low cost sensor installations, including allneeded hardware, such as shelters, power conditioners as necessary, data loggers, A/C units as necessary, and softwareas needed for remote maintenance and data transfers. Packages should include options for both in-person installation andtraining and remote support for self-installation.Page 7 of 7219AQMM22R0009- Provide hardware, software, engineering, training and programming to integrate new monitors and sensors into theDepartment’s existing DOSAir platform via a dedicated internet line or other approved data transfer methods. Thesepackages will include strategically sourced equipment, to be determined with the program office.- Program, store, and transport monitoring and sensor data, including monitor and sensor equipment health data, into existingDOSAir platform. Maintain consistent data pipeline to AirNow and other cloud services for data publishing.- Pre-engineered, pre-configured controller/server enclosures, security devices, monitor and sensor enclosures, power supplyenclosures, and accessories for onsite installation and maintenance of air quality monitoring instrument(s).- Technical and process documentation for installation of components, including pre-wired and pre-labeled packages forease of installation and maintenance.- Online user video and training for maintenance and installation, with live video chat capability on approved Departmentchannels as needed.- Provide project and logistics management to ensure timely delivery and effective maintenance of global network to ensureonline status for all sites. Contractor is expected to update central program management software each week with status oforders, service agreements, assets, upcoming deadlines for calibration, and more. The program office and the posts shouldbe able to see project and program status at a glance on a central platform.- Install and maintain a back-end, remote service platform that performs data queries, sets monitoring conditions, providesautomated troubleshooting assistance and alerts, and that sets controls for a public website.- Ability for posts to configure and send automated email notifications based on post-specific requirements.- Scalable platform to include installation, maintenance, and integration of low cost sensors as needed for indoor and outdoordeployments.- AQI Sensor Controller: Data logger with digital data acquisition software, internet connectivity with ability to transmit datathrough a secured ftp to regional hub data management systems, and can readily transmit both concentration and diagnosticanalyzer data, able to receive DOS security patches.
