Executive Summary\n\nIntroduction: The New Hampshire Department of Energy (DOE) was established effective\nJuly 1, 2021. It was created by the New Hampshire legislature to promote and coordinate\nenergy policies and programs in the state. The management of the Fuel Assistance Program\n(FAP), Weatherization Assistance Program (WAP) and the Electric Assistance Program\n(EAP), collectively the programs, is the responsibility of the DOE. Five Community Action\nAgencies (CAAs) partner with the DOE for this citizen service. The CAAs and DOE rely on\nsoftware and data as the central program management system to perform client intake, manage\nthe eligibility process, perform income verification and generation of benefits, as well as\nvendor communication and auditing. The FAP and EAP programs support more than 30,000\nhouseholds every year. Our request will centralize departmental oversight and replace the\nobsolete software system currently used by the programs.\n\nThe State of New Hampshire, acting through the Department of Information Technology and\nin partnership with the DOE, is releasing this Request for Proposal (RFP) to procure a cloud-\nbased Software as a Service solution for the Home Energy Assistance Programs Software\nSolution (HEAPSS) to service and deliver, in coordination with five Community Action\nAgencies, the federally funded FAP the federally funded WAP, and the ratepayer funded EAP.\n\nThe Vendor will be responsible for all aspects of the Project, including, but not limited to:\n\nAll services, software, configuration, and development and ongoing support associated with\nthe implementation ofthe HEAPSS application and its associated business process impacts.\n\nScope of Work (SOW) Overview\n\nThe State seeks to acquire, under contract, a cloud-based Software as a Service solution that\nprovides user web portal access and service. The solution must service internal agency staff,\nclients, and remote partners. The solution must accommodate flat file and non-normalized Sql\ndata importation as a product of this RFP.
