This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2027371 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05, Effective 06/11/2020. 
The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical
Laboratory Instrument Manufacturing.
This requirement is a set-aside for small business.
Background:
The Vaccine Research Center (VRC) at the National Institutes of Health (NIH) was established to facilitate research in vaccine development. The VRC is dedicated to improving global human health through the rigorous pursuit of effective vaccines for human diseases. Established by former President Bill Clinton as part of an initiative to develop an AIDS vaccine, the VRC is a unique venture within the NIH intramural research program. Initially spearheaded by NIAID, the National Cancer Institute, and the NIH Office of AIDS Research, the VRC is now part of the NIAID organization.
The Immunology Laboratory (IML), Vaccine Research Center (VRC), NIAID, NIH, is dedicated to investigating novel aspects of the cellular immune response to pathogens in support of the rational development of a vaccine against HIV and other lethal human viral pathogens. It is the goal of the IML to rapidly advance the latest information on ways of manipulating the immune response to HIV into practical applications in clinical trials of prophylactic and therapeutic vaccines. In support of this effort, we emphasize a detailed analysis of the strength, breadth, plasticity, phenotype, and functional characteristics of the cellular immune response to HIV during natural infection and how it does or does not differ from the immune response during other viral infections or that is generated after vaccination.
Koup’s lab, under Dr. Richard A. Koup, is seeking to procure the instrument SpectraMax Plus 384 and associated SoftMax Pro software.  This equipment allows measurement of the optical density of samples placed either in cuvettes or in multiple-well plates. Specifically, this equipment would allow Koup’s lab to measure the levels of bNAbs administered to the monkeys of their project, as well as the levels of antibodies produced against the administered bNAbs and that will ultimately influence the efficacy of the therapy in study. Up to now, the lab has been using the ELISA plate reader (same model as the one requested here) from the Virology Laboratory located on the 4th floor of the VRC since the ELISA plate reader from another laboratory on the 3rd floor (where their laboratory is located) is often very slow to login and to read the samples.  Koup’s lab is requesting to acquire a SpectraMax 384 for their laboratory on the 3rd floor for the following reasons:
1. The equipment they have been using so far and that belongs to the Virology Laboratory is on high demand, and very often other users are using the instrument at the same time they need to use it. Given that the period of time when the samples should be read is relatively short (to avoid inaccuracy of results), it is inconvenient to have to wait until the instrument is available. Moreover, when users have multiple plates to read, which is very common among those performing ELISAs, or there are more people waiting, waiting times are easily extended.
2. The solution used to stop the ELISA reactions in the last step of the assay is sulfuric acid. Although the necessary safety precautions are taken when transporting the plates between floors, it can be challenging to transport stacks of plates in a relatively short amount of time. Thus, it would be helpful to not have to transport the plates to another floor in order to read the samples.  To avoid sulfuric acid accidents during transport of plates to another floor, the lab has been strongly advised by safety officers to have the equipment on their floor.
The lab’s experience with the SpectraMax Plus 384 model shows that it works very well and smoothly to meet the needs of the lab. The SoftMax Pro Software is user-friendly and the staff has been trained on the model.  The data can be easily exported for further analyses and then accessed using standard softwares like Microsoft Excel.
Description of the Requirement:
The IML is committed to using Spectramax 384 Plus Absorbance with Softmax Pro and have been utilizing another lab’s equipment (The Virology Lab’s).  The IML has been advised by NIH Safety Officers that transporting samples that include sulfuric acid is hazardous and could cause accidents that impact staff and public. In addition, IML is forced to wait to use the equipment because it is not their own.  This delay jeopardizes samples and can cause valuable loss of time and experiments.
Although Spectramax 384 is not a proprietary product of VWR, Inc., they provided the lowest quote of large vendors including, however, since more than 2 small vendors are able to provide this product, a small business set aside will be made.
