Athletic Football Officials

Tulsa Public Schools (“TPS”, the “District”) wishes to enter into pricing agreements with the most responsive and responsible vendors to purchase athletic official services, including recruitment, training, assigning and payment to individuals for the district. 2. BACKGROUND: TPS is the largest school district in Oklahoma. The district contributes significantly to the area's economic base, employing over 5,520 employees. Approximately 33,572 students are enrolled in 77 elementary/Pre-K schools, middle and junior high schools, senior high schools, and over 46 Career and Technology Education programs around the district. 3. PERIOD OF CONTRACT PERFORMANCE: The period of performance for goods and services received subject to this solicitation and any resulting agreement shall be from July 1, 2024, through June 30, 2025, to include, at the option of TPS, four (4) additional one-year renewal period. CONTRACT ADMINISTRATOR: The following individual shall serve as the monitor of the conditions of the contract and shall work directly with the contractor on a regular basis in scheduling and coordinating service performance, answering technical questions in connection with the scope of work, and providing general direction under the resulting contract: Mr. Mick Wilson, executive director of athletics. 5. VOLUME: There is no guarantee for volume as fluctuations occur with participation. Historical volume has ranged from $40,000 to $60,000 per year. 6. QUESTIONS REGARDING THE RFP: Email any technical issue and specification questions pertaining to this RFP to RFPpurchasing@tulsaschools.org by 4:00 p.m. on April 9th, 2024. Include a phone number and specific reference to the section of the RFP in question. All questions must be submitted in writing. Questions and answers will be distributed to all suppliers solicited to avoid unfair advantage. These guidelines for communication have been established to ensure a fair and equitable evaluation process for all respondents. Any attempt to bypass the above lines of communication may be perceived as establishing an unfair or biased process and could lead to disqualification as a potential supplier. SCOPE OF WORK/REQUIREMENTS: a) The entity is responsible for scheduling and paying OSSAA-certified officials, accounting, invoicing, issuing 1099 forms, and other administrative duties. Officials should be independent contractors who engage with the awarded entity. b) The entity will be responsible for OSSAA-certified officials for all regular season varsity and sub- varsity football at district school sites or in locations otherwise agreed upon by the parties. c) Entity shall only assign OSSAA certified officials qualified to officiate such football games. d) Entity will assign officials without regard to race, age, color, creed, sex, national origin, or any disabilities that do not impair or impede the necessary job performance for the function as football official, veteran's status, or any other basis prohibited by law.
