Southeastern Community College 2023 WB Campus Renovations West Burlington, Iowa Project No. 21-2170 / 02144-087 September 2022 001010 NOTICE TO BIDDERS 001010 - 1 September 2022 SECTION 001010 NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN: Sealed bids will be received by the Board of Trustees of the Southeastern Community College at the Office of the Purchasing Agent, 1500 W Agency Rd, West Burlington, Iowa 52655 before 1:30 P.M. local Iowa time, according to the designated clock in the Office of the Purchasing Agent, on October 4, 2022 for the 2023 WB Campus Renovations project. Bids will be publicly opened and read aloud after 1:30 P.M. in the Boardroom, 1500 W Agency Rd, West Burlington, Iowa 52655. Consideration of the bids received and the award of contracts or other action may be made by the Board of Trustees of the Southeastern Community College upon the proposals received in accordance with the law and the plans and specifications at its regular meeting anticipated at 4:30 P.M. on
October 10, 2022, in the Boardroom, located at 1500 W Agency Rd, West Burlington, Iowa 52655. The Project consists of the general interior demolition/remodeling of four (4) separate areas of the existing buildings at 1500 West Agency Road in West Burlington, Iowa. The scope of work includes, but is not necessarily limited to, the following: new interior walls, masonry infill, solid core wood doors, hollow metal doors and frames, aluminum storefronts, door hardware, glazing, painting, flooring, acoustical tile and drywall ceilings, casework, interior signage, plumbing, HVAC, electrical, and lighting (as indicated). Work on the Project shall commence on November 15, 2022 and shall be substantially complete by July 14, 2023. Bids must be a lump sum basis for a single prime contract as described in the specifications. Bidding documents including Drawings, Project Manual, Addenda, list of Plan Holders of Record, and Bid Tabulations will be available in Adobe PDF format at www.klingnerplanroom.com starting at September 13, 2022, 2:00 P.M. through City Blue Technologies, (Tel.: 309.277.3000). Bidders are strongly encouraged to register at www.klingnerplanroom.com as a Prime Bidder or Sub-Contractor to ensure timely receipt of bidding documents and notices relative to this bid and be listed as a plan holder. The Owner and Architect/Engineer are NOT responsible for any incompleteness of bidding documents made available from sources other than www.klingnerplanroom.com. There is no charge for bidding documents provided in Adobe PDF format. Technical questions regarding interpretations of the bidding documents shall be directed via email to Russell Brissey of Klingner & Associates, P.C. at 319.752.3603; rbrissey@klingner.com, not City Blue Technologies. A full paper copy set of plans and specifications will be available starting at September 13, 2022, 2:00 P.M. for review by prospective bidders by appointment at the offices of Klingner & Associates, P.C., 610 N. 4th Street, Suite 100, Burlington, Iowa 52601, and at the Office of the Vice President of Administrative Services, Southeastern Community College, 1500 W Agency Rd, West Burlington, Iowa 52655. A pre-bid meeting will be held in the college boardroom at 1500 W Agency Rd, West Burlington, Iowa 52655 on September 20, 2022 at 1:30 p.m. Bidders are strongly encouraged to attend and familiarize themselves with the project site and existing conditions at that time. Southeastern Community College 2023 WB Campus Renovations West Burlington, Iowa Project No. 21-2170 / 02144-087 September 2022 001010 NOTICE TO BIDDERS 001010 - 2 September 2022 Each bid shall be made on a form furnished by the Architect/Engineer and shall be sealed in an envelope. The bid bond/bid security shall be five percent (5%) of the base bid and submitted in a separate envelope. The bidder's security shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on an FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the Board of Trustees of Southeastern Community College. The bid shall contain no condition except as provided in the specifications. Bid security shall be made payable to Southeastern Community College. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond both in an amount equal to one hundred percent (100%) of the total amount payable by the terms of the Contract and in accordance with other requirements outlined in the Bid Documents. These Bonds will be required of the Contractor, within ten (10) days of the issuance of the "Notice of Intent to Award". Should the successful bidder fail or neglect to furnish satisfactory performance/payment bonds, refuse to enter into a Contract on the basis of the bid, or fail to meet the requirements of this Notice and the specifications regulating the award, the bidder's security may be retained as liquidated damages. No bidder may withdraw its bid for a period thirty (30) calendar days after the date and hour set for opening of bids. The Board of Trustees may make the contract award to the lowest responsive, responsible bidder meeting specifications. The right is reserved to reject any or all bids, or any part thereof, and to waive informalities as allowed by law, and to enter into such contract or contracts as shall be deemed in the best interests of Southeastern Community College. Additionally, the Board of Trustees reserves the right to reject any and all bids and to not proceed with the project. By virtue of statutory authority, a preference will be given to products and provisions grown and/or produced within the State of Iowa. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a non-resident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. All bidders must provide a statement regarding the bidder's resident status. This statement shall be on the Bidder Status Form designated by the Iowa Department of Labor Commissioner and available online. The statement must be signed by an authorized representative of the bidder. Failure by any bidder to provide a completed statement included in the envelope containing the bid security may result in the bid being deemed nonresponsive and rejected.
