The Wyoming State Construction Department (SCD) will be accepting Statements of Qualifications (SOQs) until 1:00 p.m. MT on January 22, 2024, through the Public Purchase online bidding system from licensed Architects, Engineers and Planners for a Capitol Complex Master Plan (CCMP) in Cheyenne, WY. Project Description: Wyoming State Statute 9-5-101 directs the State Building Commission to “oversee the development, creation and modification of a master plan for maintenance, preservation, restoration, rehabilitation, construction and enhancement, within the capitol complex”. The capitol complex refers to all state-owned grounds and facilities within the area bounded by 26th Street to the north, Pioneer Avenue to the west, 22nd Street to the south, and Warren Avenue to the east, the Pioneer Building on Pioneer Avenue and the historic Wyoming Governor's Mansion and grounds located at the corner of House and 21st streets, all within the city of Cheyenne, Wyoming. In addition to the defined
capitol complex, this exercise shall include additional state grounds and facilities within the vicinity of the currently defined capitol complex. The extents of this masterplan are shown on the attached google site map. The development of a new CCMP which will guide capital improvements for the foreseeable future. The SCD is seeking contractors with extensive and specialized experience leading multi-disciplinary teams that provide: Master planning and conceptual design services for historically significant institutional campuses. Recommendations for short and long-term campus preservation and development. Development and technical analysis of all potential development and construction. Security strategies and recommendations. Facilitate public comment. Master Planning services shall include but are not limited to; research, data collection and analysis, stakeholder engagement, conceptual site and landscape design, coordination, real estate analysis, internal staff resource tools, innovative strategies, project communications, long range feasibility, evaluations and surveys, site planning, master plans, implementation plans and exterior security strategies and recommendations. The selected firm shall meet with the Capitol Complex Master Plan Working Group monthly and shall be available to give an update to the State Building Commission on a quarterly basis.
