Description

Scope of Services
The City of Irvine (hereinafter referred to as the “City”) is requesting proposals to establish a contract for Special District Administration Services, with work to commence on or about March 1, 2022 and be completed on February 28, 2025. The City reserves the right to extend the contract for up to two (2) additional one (1) year periods. Scope of Services in accordance with ATTACHMENT I, attached hereto.
Scope of Services (ATTACHMENT I) entails the administration of the City’s assessment and reassessment districts and the Landscape, Lighting and Park Maintenance Assessment District. The City currently has 24 assessment and reassessment district bond issues and one Citywide Landscape, Lighting and Park Maintenance District. For reference, the bond disclosure reports for the assessment and reassessment districts are available on the City’s website at:

A list of the City’s Assessment and Reassessment Districts is included herein as ATTACHMENT III for Proposers’ reference.
The engineer’s report for the Citywide Landscape, Lighting and Park Maintenance District is included as ATTACHMENT IV for reference.
The City is not built out and continues to add residential and commercial property annually. In addition, the City reviews and monitors the land-secured debt periodically for any refunding opportunity.

MINIMUM QUALIFICATIONS REQUIRED FOR PROPOSAL SUBMITTAL
Firms who fail to meet the minimum qualifications set forth below should not submit a proposal; any such proposal shall be deemed non-responsive and not be considered.
1) Minimum three (3) most recent years of experience performing similar services as those detailed in the Scope of Services section of this RFP.

No verbal requests or requests made in any other format will be accepted. Questions must be submitted individually and not in a paragraph format nor combined in a single submission.
Requests submitted for City’s consideration of proposed terms and conditions, including modifications to the City’s RFP and/or Contract terms and conditions must be submitted by the deadline for questions. Such requests should include an attachment in Word or PDF format on formal company letterhead that shows the requested modifications.
