951700-23-Q-0035 is issued as a Request for Quotes (RFQ).(iii) This solicitation document Federal Acquisition Circular (FAC) and incorporated provisions and clauses are those in effect through 2023-04 effective June 2, 2023.(iv) Deleted.(v) The U.S. Agency for Global Media (USAGM) seeks a GLOBAL MARKET RESEARCH PLATFORM.Objective and Needs:1-year enterprise license for a Market Intelligence Platform. This platform aggregates market intelligence on media companies that include but are not limited to OTT providers, makers of connected devices and Smart TVs, satellite operators, mobile providers, television broadcast companies, television channels, multi-channel operators (cable/satellite), FAST (free advertising supported streaming television), fixed broadband providers, and radio. Data will include makeup of television bouquets, number subscribers, annual revenue, and forecasts for subscribers and revenue. Data will be available via an enterprise license (unlimited users) and via internet/cloud-based dashboard. Reports are downloadable in a number of common formats such as CSV, PDF, and others.USAGM’s Office of Business Development seeks media market intelligence to better inform strategies and tactics for content delivery via affiliate, direct to home satellite, cable providers, OTT providers, and other delivery methodologies.Data provided is intended to yield cost savings and boost ROI by focusing Agency on tactics based on the best available market-level information.Data Sought:The Platform will aggregate market intelligence on a wide array of media companies, including, but not limited to:OTT Providers, makers of internet connected devices, manufactures of internet connected televisions (aka Smart TVs), satellite providers, FAST (free advertising supported streaming television), mobile providers, television broadcast companies, television channels, multi-channel operators (satellite/cable/DTT), fixed broadband providers, and radio.Data will include, but not be limited to:Number of internet connected devices in use by device per market, television operating systems by country, forecasts for uptake of connected devices, satellite target areas, TV bouquet providers, makeup of television bouquets, number of subscribers (if pay TV), annual revenue, and forecasts for subscribers and revenue.Platform will also include historical data for the purpose of trending from baselines.Platform will include data for all countries available (global). It is acknowledged that datasets may be partial, incomplete, or non-existent for certain countries -- particularly those generally categorized as developing or “frontier” markets.Deliverables:Data will be available via an enterprise license (unlimited users).Data will be available via and internet, via a cloud-based dashboard, with data exportable in PDF, JPG, XLS, CSV, or PPT form.Dashboards allow for customized views and the ability to compare countries and regions.Data is updated as new information becomes available throughout period of performance.Vendor provides customer support for technical issues as well as an inquiry service handling relevant questions.Access to related company profiles, such as personnel contact information, when available as generally public information.(vi) Interested Offeror(s) will be required to provide a GLOBAL MARKET RESEARCH PLATFORM for one year starting from date of award of the order with the possibility of four options periods of one year each.(vii) The period of performance for this acquisition will be one year, approximately September 30, 2023 through September 29, 2024 with the possibility of an additional four option periods of one year each.(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. FAR provisions and clauses may be obtained from the Internet Web address at: http://acquisition.gov/far/index.html. Interested Offeror(s) should submit a proposal identifying capabilities as instructed at paragraph (ix) below.Each Offeror is required to submit: (a) a single Technical Quote and (b) a Price Quote as further described below.(ix) The Federal Acquisition Regulation (FAR) provision FAR 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021), applies to this solicitation for the evaluation of Offeror’s Technical and Price Quotes as set forth below.(a) This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. A decision on the technically acceptability of each offeror’s proposal will be made. For those offerors which are determined to be technically acceptable, award will be made to the offeror who submitted the lowest overall price. Technical acceptablility will be determined based on a comparison of the offerors technical quote against the stated product requirements. While the Government will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgement is implicit throughout the evaluation process. The Government intends to make an award based on initial quotes received. If further questions are required, the contracting officer may contact the offeror or offerors. Award will be made to the responsible offeror whose proposal conforms to all solicitation requirements. By submission of its quote, the offeror accepts all Solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offerors shall be treated equally except for their prices.The Government intends to make a selection based upon initial proposal submissions and intends to make an award without discussions. Offerors are advised to submit quotes that are fully and clearly acceptable without requests for additional information. The Government also reserves the right to make multiple awards for this requirement. The following process will be followed:Step 1: An evaluation rating of Technically Acceptable/Non-Acceptable will be assigned to each quote upon completion of the technical quote evaluations. If a quote receives a technical rating of “Non-Acceptable” it will not be considered for award. Technical Quotes shall be limited to no more than 10 pages using Microsoft Word format, 12 point Times Roman font, double-spaced with 1 inch margins.Step 2: Price Quote will be evaluated, for award purposes, based upon the lowest total price proposed for the basic requirements and four options as provided in the CLIN structure shown below. Offerors are advised that the evaluation of option shall not obligate the government to exercise such option.Basis for Award: The Government will make a single award (firm-fixed-price purchase order) from this solicitation to the Offerors that best meet USAGM’s operational requirements.(b) Options. Four Option Period of One Year Each. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of option(s) shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(x) Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services, with their Technical Quote. These representations and certifications will be incorporated by reference in any resultant contract. Offerors may either submit a paper copy of FAR Clause 52.212-3 or submit this information through the System for Award Management (SAM) www.SAM.gov. Quotes must also include the Offeror’s UEI Number, prompt payment terms, and correct remittance address, if different from mailing address.
