SOURCES SOUGHT NOTICE: The Department of Veterans Affairs, Network Contracting Office 4 (NCO 04), is conducting a market survey to identify potential sources to provide a Purchase Order contract to supply a GloCyte or similar desktop automated cell counter for cerebral spinal fluids (CSF) for the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC)-3900 Woodland Avenue, Philadelphia, PA, 19104. This notice is issued for informational planning purposes only and is not a request for quote or announcement of a solicitation. Submitting information for this notice is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. No solicitation is available at this time. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The purpose of this market research is to
identify capable sources that are both experienced and qualified to provide the desktop automated CSF in accordance with statement of work. Statement of Work GloCyte or Similar Desktop Automated CSF Cell counter Background: P&LMS requires an automated cell counter for cerebral spinal fluids (CSF). This requirement is to address the need for expedited results in the diagnosis or exclusion of meningitis or other spinal fluid concerns. Currently the Philadelphia VA laboratory is a 24-hour operation. On off-shift the medical laboratory scientists have to cover several sections of the lab, including chemistry, hematology, and blood bank. When stat CSF comes in the red and white cell count is completed manually using a hemocytometer. This process is time consuming. If the sample is hemorrhagic it takes several dilutions and calculations and an even longer time to produce an accurate result. Because the staff must cover so many areas when these samples come the other testing results are delayed. This instrument would allow for the scientist to load the sample on to the instrument and get an accurate result in 5 minutes or less vs 45 minutes to an hour. This would allow the ED to have the result much faster and would reduce the delay in the release of results from other areas. Scope: Pathology & Laboratory Medicine Service wishes to obtain a onetime task order to procure the needed equipment Objectives: The equipment procured shall perform according to Clinical Laboratory Standards Institute (CLSI), OHSA and SEFA-1 specifications Tasks: To meet the needs of the P&LMS, the equipment must meet the following salient characteristics: FDA approved for clinical laboratory use. Uses fluorescent microscopy methodology to perform cell counts both red and white (nucleated) cell counts on cerebrospinal fluid. Must use staining for cell differentiation. Sample analysis produces results in under 5 minutes from sample loading. Can use sample volumes as low as 60 microliters. Desktop model with small footprint Minimal reagents Disposable consumables Must be able to provide time traceability for sample results. Must be completely load and go with minimal sample preparation. Must have a bottom linearity range of 0 cells per microliter. Must be able to run, clear, turbid, and bloody CSF fluids. Delivery: The equipment must be delivered to the Philadelphia VA Medical Center no later than May 31, 2024 Government Furnished Property: N/A
