This is a Notice of Intent to Sole Source.The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source contract for Refuse, Recycling and Natural Debris Disposal for Lookout Point & Fall Creek Dams in Lowell, Oregon. The State of Oregon issues franchise agreements through each county which indicate which company can provide refuse services for each corresponding area. Sanipac Inc. is the only company that is authorized to perform these services for the area covered by Lookout Point & Fall Creek Dams in Lowell, Oregon.The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 13.106-1(b)(1) - Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold.A SOLICITATION WILL NOT BE POSTEDThe Government intends to proceed with this sole source action. The NAICS code is 562111 - Solid Waste Collection. The size standard as defined by the U.S. Small Business Administration is $38.5 million.THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONSInterested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 12:00 PM Pacific Time on March 8, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
