The Naval Facilities Engineering Systems Command (NAVFAC) and Program Executive Office Industrial Infrastructure (PEO II) will host a Shipyard Infrastructure Optimization Program (SIOP) Industry Day on June 5, 2024 (virtual) and August 13-15, 2024 (Washington, DC). This event will be held in two parts. On JUNE 5, 2024 at 1000ET, the Navy will present a SIOP overview and the implementation plan for Pearl Harbor Naval Shipyard (PHNS), including anticipated projects, their sequencing, and the general acquisition strategy. The approximately two-hour June event will occur virtually and is intended to stimulate collaboration and generate ideas from industry and academia on how SIOP can be implemented at PHNS, Puget Sound Naval Shipyard (PSNS), Norfolk Naval Shipyard (NNSY), and Portsmouth Naval Shipyard (PNSY) faster, with lower total ownership cost, and/or better performance than traditional government methods. On AUGUST 13 - 15, 2024 in Washington, DC, PEO II will host sessions with individual organizations who offer different ideas, methods, products, technologies, or approaches to fulfil the requirements described during the June event. Each organization (e.g., contractor, vendor, professional association, academic institution, etc.) will have approximately 30 minutes (including Q&A) to present its recommendation to a panel of federal government representatives. The intent is to expose government technical and contracting personnel to ideas not typically used in federal procurements (principally design, construction, and industrial equipment) so that the historic government approach is modified to improve outcomes. The Navy wants to explicitly include new material, methods, and approaches and avoid unknowingly excluding ideas by using traditional methods, e.g. Unified Facilities Criteria or Unified Facilities Guide Specifications. The Government encourages participation from non-traditional defense contractors, small businesses, and small disadvantaged businesses. The Navy is looking for innovative ideas across the full range of construction disciplines. It is anticipated that government representatives and participants will be organized in the following affinity groups: Waterfront & Equipment Foundation & Structural Building Envelope & Finishes HVAC, Plumbing, Electrical, Building Controls, Cybersecurity Energy, Utilities, Environment Design, Acquisition, Contracting Due to time and space limitations, participation in the August event will be prioritized based on the quality of ideas submitted, e.g. new ideas ahead of general organization qualification presentations. Organizations desiring to participate in the August, in-person event must submit the attached registration form and a two-page (maximum) description of your organization’s idea by July 2, 2024 at 5pm ET. Selected participants will be notified with additional information by July 20, 2024. Registration forms and idea summaries must be emailed to siopcommunications@us.navy.mil. Reference “[Company Name] - SIOP Industry Innovation Day Registration” in the subject line of the message. Participation is restricted to four people maximum per organization due to venue limitations. Microsoft Word or Adobe Acrobat Portable Document Format (PDF) submissions are preferred. Participation is limited to one submission, per organization, per affinity group. For organizations unable to attend in person, written submissions are still welcomed. Potential ideas might include: What construction methods would better deliver SIOP facility requirements? How could design techniques better incorporate technology, e.g. generative AI, and achieve economies of scale across the four public shipyards? What different material or equipment would improve maintainability, sustainability, resiliency, and total ownership cost of the program? What construction and/or design practices should be leveraged from commercial industry or academia? What methods or equipment could be used to reduce the risk of unforeseen site conditions? How would you design resilient infrastructure? How should facility related control systems be hardened for cybersecurity and implemented to reduce energy consumption? How could historically important structures be reused? How should the government decide between repair or replacement of utility systems? What industrial plant equipment should be procured to standardize, speed, and simplify ship maintenance work? How should logistics services be delivered or shipyard layout optimized to improve maintenance efficiency? What are the obstacles to the development and delivery of innovative infrastructure or construction methods (e.g., classification requirements, government engineering specifications, government approval process, individual project contracting, domestic sourcing restrictions, export controls, integration among vendors, and/or scope of effort)? How should government contracting clauses, source selection, incentives, or requirements change to increase competition and decrease risk? How could scheduling across construction and shipyard operations be better managed? How can the government increase small business participation? Note: This notice is not a request for proposals. This notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this notice. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification. The intent is to share recommendations widely among government officials and, if adopted, be provided to architects and engineers and others for inclusion in government solicitations. Failure to respond to this RFI does not preclude participation in any future solicitation, if any is issued. If a competitive solicitation is issued in the future, it will be synopsized on the System for Award Management (SAM) website at (SAM.gov) and interested parties must comply with that announcement. The information provided in this RFI is subject to change and is in no way binding on the Government. The information requested by this RFI will be used within the U.S. Government to facilitate decision making and may be used in the development of the acquisition strategy and any future RFPs. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any information provided by industry to the Government as a result of this RFI is voluntary.
